Strategic purpose statement
The purpose of this qualification is to provide the pulp and paper
industry with individuals who have the skills and knowledge
relevant to working in entry level operational roles under limited
supervision. The qualification is designed for new entrants to the
pulp and paper industry.
Graduates will have an introductory knowledge of pulp and paper
processes, environmental issues, and can work within health and
safety requirements and quality systems used in pulp and paper
manufacturing.

Explain environmental issues, and the requirements for
teamwork and employment in a pulp and paper
manufacturing operation
Explain pulp and paper products, and processes used in pulp
and paper manufacturing
Explain and apply knowledge of basic workplace health and
safety, and the quality requirements relevant to pulp and
paper manufacturing
Apply skills and knowledge fundamental to practical tasks
carried out in entry level roles in either a paper making, or
mechanical or chemical pulping operation.
This qualification can lead to the New Zealand Certificate in Pulp
and Paper Manufacturing (Level 4) with strands in Mechanical
Pulping; Pulp and Paper Dry End; Pulp and Paper Wet End; and
Pulp and Paper Forming [Ref: 2320].

Employment pathway
Holders of this qualification will have the skills and knowledge to
work under limited supervision in new entrant level positions in a
pulp and paper manufacturing environment.
Qualification specifications
Qualification award
This qualification can be awarded by an organisation which has
an approved programme of study, or industry training programme
leading to the qualification.
The certificate will display the logos of the NZQF and
Competenz, and may display the name and/or logo of the
awarding body.
Evidence requirements for
managing consistency
All TEOs either arranging training or delivering programmes that
lead to the award of the qualification are required to participate in
a consistency process scheduled by NZQA.
This will involve reviewing evidence associated with graduate’s
achievement of outcomes, and agreeing acceptable thresholds
for qualification outcome achievement and areas for
improvement.
To demonstrate how graduates are achieving the qualification
graduate profile outcomes, TEOs are required to produce their
own evidence in a high level report.
Evidence will include the following:

Employer surveys to determine if graduates of the
qualification meet the graduate profile outcomes.

Evidence of effective processes to ensure programmes
continue to meet current industry needs.

A range of workplace evidence demonstrating that
graduates meet the graduate profile outcomes.

Any other relevant evidence as appropriate.

Credit transfer and recognition of
prior learning arrangements
Organisations seeking approval to award the qualification are
expected to have Recognition of Current Competency (RCC) or
Recognition of Prior Learning (RPL) assessment processes in
place. Credit transfer will be automatic where assessment
standards are used for assessment within programmes of study
or training leading to this qualification.

Replacement information
This qualification replaced the National Certificate in Wood Fibre
Manufacturing (Pulp and Paper) (Level 3) with strands in Mechanical
Pulping, Pulp and Paper Dry End, and Pulp and Paper Wet End
[Ref: 1572].
The last date for entry into the replaced qualification is 31 December 2015. The last date for assessment
against the replaced qualification is 31 December 2018.
