Strategic purpose statement
The purpose of this qualification is to:
-
maintain professional standards for the cleaning industry by
qualifying those individuals who have attained sufficient
knowledge and practical skills to provide cleaning services
-
provide for individuals a credential that will support
employment opportunities and provide a pathway for
development in the cleaning industry.
It is suitable for people who are entering the cleaning industry
and also designed to recognise the skills and knowledge of those
already employed in the cleaning industry.
The Health Care Facilities Cleaning optional endorsement builds
on the core skills and knowledge to recognise the skills required
for cleaning specifically in health care facilities under supervision.

Graduates of this qualification will be able to:

Graduates completing the optional Health Care Facilities
Cleaning endorsement will be able to:

Education pathway
This qualification may lead on to a specialised cleaning
qualification at a higher level, or to a generic team leader or
supervisory qualification. Graduates could also use this
qualification to pathway into qualifications in related areas, such
as laundry or dry cleaning.
Employment pathway
This qualification may assist people seeking employment in the
cleaning industry. This could include working as a cleaner, or
caretaker, or in another sector within the industry.
With experience, graduates could take on a role as
mentor/learning rep, or team leader/supervisor.

Qualification award
This qualification will be awarded by the accredited
organisation with whom the trainee is enrolled.
The certificate will display the title of the qualification; the
logos of the NZQF and Careerforce; and the name and/or
logo of the awarding body.

Evidence requirements for managing
consistency
All tertiary education organisations (TEOs) either arranging
training or delivering programmes that lead to the award of
this qualification are required to participate, along with the
qualification developer, in a scheduled consistency process
led by NZQA, in accordance with published national
guidelines.
This consistency process will involve reviewing evidence
associated with graduates’ achievement of outcomes,
agreeing acceptable standards and/or benchmarks for
qualification outcome achievement, and identifying areas for
improvement.
Evidence for programme providers may include:
• Assessment information leading to the achievement
of the graduate outcomes.
• A portfolio of student work relating to the
qualification.
• Stakeholder feedback on outcome achievement which
may include feedback from graduates, end-users,
and/or next users.
• TEO moderation outcomes which may include
moderation/benchmarking across common
programmes.
• Relevant External Evaluation and Review (EER) data.
• The criteria of Consent and Moderation Requirements
(CMR) document 0024 for unit standard-based
programmes.
Credit transfer and recognition of
prior learning arrangements
Organisations seeking approval to award the qualification
are expected to have policies and procedures in place for
managing recognition of current competency (RCC) and/or
recognition of prior learning (RPL).
To facilitate credit transfer, education organisations must
clearly demonstrate the equivalency between each of the
outcomes in the graduate profile, and the assessment
components of their programmes.
Credit transfer will be automatic where assessment
standards are used for assessment within programmes
leading to this qualification.

Where learners are undertaking a programme that leads to the award
of the optional endorsement, core outcomes 1 and 2 must be
completed prior to outcome 5 being assessed.

Trainees undertaking the Health Care Facilities Cleaning optional
endorsement must comply with organisational requirements and
guidelines.

Transition information
Replacement information
This qualification replaced the National Certificate in Cleaning and
Caretaking (Level 2) with strands in Commercial Cleaning, and Health
Care Facilities [Ref: 0214].
The last date for entry into programmes leading to the replaced qualification is 31 December 2015. The
last date for award of the replaced qualification is 31 December 2016, at which time it will be designated
as discontinued.
It is recommended that candidates currently enrolled in programmes leading towards the National
Certificate who will be unable to complete the qualification by 31 December 2016 transfer to the New
Zealand Certificate in Cleaning (Level 2) with optional endorsement in Health Care Facilities Cleaning.
