Strategic purpose
statement
The purpose of this qualification is to provide the wood manufacturing industry
with people who have the skills and knowledge relevant to operational roles in
the areas of log yard, wood fibre, and timber yard operations.
Graduates will understand hazard management and will be able to perform
tasks specific to operational roles within these areas, under limited supervision.

Graduates of this qualification will be able to:

operation.

Understand environmental, business or operational requirements in wood
manufacturing.

Graduates of the Log Yard Operations Strand will also be able to:

Use machinery and equipment to carry out practical tasks specific to log
yard operational roles.
Graduates of the Timber Yarding and Despatch Strand will also be able to:

Follow processes or procedures to move and monitor manufactured wood
product inventory.

specific to timber yard or despatch operational roles.

Manufacturing (Level 3) with strands in Finger Jointing; Pole, Post and Pile;

Saw Doctoring; Sawmilling; Timber Drying; Timber Grading and Optimising;
Timber Machining; and Timber Treatment [Ref: 1969].
Employment
pathway
Holders of this qualification will have the skills and knowledge required to work
in log yard, wood fibre, or yarding and despatch operational roles in wood
manufacturing.
Qualification Specification
Qualification award
This qualification can be awarded by an organisation which has an approved
programme of study, or industry training programme, leading to the
qualification.
The certificate will display the logos of the NZQF and Competenz, and may
display the name and/or logo of the awarding body.
Evidence
requirements for
managing
consistency
All TEOs either arranging training or delivering programmes that lead to the
award of the qualification are required to participate in a consistency process
scheduled by NZQA.
This will involve reviewing evidence associated with graduate’s achievement of
outcomes, and agreeing acceptable thresholds for qualification outcome
achievement and areas for improvement.
To demonstrate how graduates are achieving the qualification graduate profile
outcomes, TEOs are required to produce their own evidence in a high level
report.
Evidence will include the following:

Employer surveys to determine if graduates of the qualification meet
the graduate profile outcomes.

Evidence of effective processes to ensure programmes continue to
meet current industry needs.

A range of workplace evidence demonstrating that graduates meet the
graduate profile outcomes.

Any other relevant evidence as appropriate.

Credit transfer and
recognition of prior
learning
arrangements
Organisations seeking approval to award the qualification are expected to
have RCC or RPL assessment processes in place. Credit transfer will be
automatic where assessment standards are used for assessment within
programmes of study or training leading to this qualification.

Transition information
Replacement
information
This qualification replaced the National Certificate in Wood Handling and
Distribution (Level 3) with strands in Log Yard and Wood Preparation, and
Timber Yarding and Despatch [Ref: 1308].
People currently working towards version 2 of the replaced qualification may either complete the
requirements for that version or transfer their results to version 3 of that qualification. They may also
transfer their results to this replacement New Zealand qualification.
People wishing to complete version 2 of the expiring qualification must gain credit for expiring standard
22971 by 31 December 2014. The last date for assessments to take place for the other requirements
of this version of the expiring qualification is 31 December 2015.
People wishing to complete version 3 of the expiring qualification have until 31 December 2018 to do
so.
New enrolments into programmes leading to this expiring qualification will not be accepted after
31 December 2015.
Version 3 of Ref: 1308 contains standards that replace or have been substituted for earlier standards.
For the purposes of this version of the qualification, people who have gained credit for the earlier
standards are exempt from the requirement to gain credit for the replacement or substitute standards –
see table below.

Version 2 of Ref: 1308 contains a standard that is expiring. For the purposes of this version of the
qualification, people who have gained credit for the replacement standard are exempt from the
requirement to gain credit for the expiring standard (reverse transition) – see table below.

It is anticipated that no existing candidates will be disadvantaged by these transition arrangements.
