It focuses on the application of project management skills and the requirement to meet timelines, quality standards, budgetary limits and other requirements set for the project. People credited with this unit standard are able to: define a project; develop a project plan; administer and monitor a project; finalise a project; and review a project. Classification Business Operations and Development > Project Management Available grade Achieved Explanatory notes 1 Legislation relevant to this unit standard may include but is not limited to: Health and Safety in Employment Act 1992; Resource Management Act 1991; Human Rights Act 1993; Privacy Act 1993; Employment Relations Act 2000 and any subsequent amendments. 2 A person who demonstrates competency in this unit standard must be able to provide evidence that they have successfully managed projects – either straightforward projects or sections of a larger project. This evidence will cover the application of project management skills and the meeting of timelines, quality standards, budgetary limits and other requirements set for the project. 3 Definitions Organisational requirements refer to instructions to staff on policy and procedures which are documented in memo or manual format and are available in the workplace. These requirements include but are not limited to – site specific requirements and company quality management requirements. Delegated authority means authority within established organisational framework, procedures and routines; under limited guidance and supervision; within agreed authorisation and limits; in a multi-disciplinary environment subject to frequent change. Project scope and other relevant documentation refers to – project brief; contact or other agreement; project plan or summary; other documents outlining the expected outcomes of the project, inclusions and exclusions from project, timeframes for project, quality standards for project, project resources. Project plan refers to details of how the project will be executed, including management of project in relation to the project parameters. Sign-offs refer to – project sponsor, management, funding body, clients, customers. 4 Evidence of a minimum of three projects must be supplied. Outcomes and evidence requirements Outcome 1 Define a project. Evidence requirements 1.1 Project scope and other relevant documentation are accessed in accordance with organisational requirements. 1.2 Project stakeholders are defined in terms of the project scope. Range stakeholders may include – project sponsor; management, employee and relevant key personnel (internal and external) with special responsibilities; clients or customers (internal and external); funding bodies. 1.3 Clarification is sought from stakeholders of any issues relating to the project and project parameters in accordance with delegated authority. 1.4 Limits of own responsibility and reporting requirements are identified in accordance with delegated authority and organisational requirements. 1.5 Relationship of project to other projects and to the organisation’s objectives is identified in accordance with delegated authority and organisational requirements. 1.6 Available resources to undertake the project are determined and accessed in accordance with delegated authority and organisational requirements. Outcome 2 Develop a project plan. Evidence requirements 2.1 Project plan is developed in terms of timelines, task breakdown, and roles and responsibilities identified in accordance with organisational requirements. Range project management tools may include – project management software; technical resources required for project; Gantt and bar charts; critical path method; cost schedule control system; logistics support analysis; life cycle cost analysis; spreadsheets. 2.3 Risk management plan is formulated for the project in accordance with organisational requirements. 2.4 Project budget is developed and approved in accordance with organisational requirements. 2.5 Project team members are consulted and their view taken into account in planning the project. 2.6 Project plan is finalised and any necessary approvals are obtained prior to commencing the project, in accordance with the documented plan and organisational requirements. Outcome 3 Administer and monitor a project. Evidence requirements 3.1 Project team members’ responsibilities are clarified with team members in accordance with organisational requirements. 3.2 Support is provided to project team members to ensure that the quality of the expected outcomes of the project and documented timelines are met in accordance with project and organisational requirements. Range 3.3 Record keeping systems are established and maintained throughout the project in accordance with delegated authority and organisational requirements. Range 3.4 support may include – supervision, mentoring and coaching; feedback; encouragement; additional physical, human and technical resources (within allocated budget) if and as required; regular meetings of project team; learning and development. record keeping systems may include – systems for financial data including costs, expenditure, income generated, purchases; quality data including any test results; recording of time spent on project and progress in completing project; correspondence; samples, prototypes, models; outcomes of project. Plans for managing project finances, human, physical and technical resources, and quality are implemented and monitored in accordance with organisational requirements. Range 3.7 risk management may include – seeking further resources to meet deadline; negotiating an extension of deadline or redefining completion or quantities or quality of outcomes; reducing costs; researching and applying more efficient methods of completing project tasks; sharing of ideas to gain improvements to work undertaken within a project; outsourcing some aspects of the project; changing roles and responsibilities within project team. Project deliverables are achieved and reported in accordance with project plan and organisational requirements. Outcome 4 Finalise a project. Evidence requirements 4.1 Financial record keeping associated with the project is completed and checked in accordance with organisational requirements. 4.2 Staff involved in the project are assigned to new roles, or reassigned to previous roles, in accordance with organisational requirements. 4.3 Project documentation is completed and any necessary sign-offs obtained for concluding the project in accordance with project plan and organisational requirements. Outcome 5 Review a project. Evidence requirements 5.1 Project outcomes and processes are reviewed against the project scope and plan in accordance with organisational requirements. 5.2 Team members are involved in the review of the project in accordance with organisational requirements. 5.3 Any project issues and recommended improvements are identified, documented, and passed on to senior personnel for application in future projects in accordance with organisational requirements.
