Strategic purpose statement
The purpose of this qualification is to provide the residential
property management and community housing sectors with
individuals who will be able to operate, under broad guidance,
within the residential and/or community housing management
environment.
The qualification aims to benefit the community by promoting
consumer/tenant confidence of the sectors and processes.
The qualification provides a pathway for people intending to
develop a higher level of expertise in the sector. It also
recognises the achievement of relevant knowledge and skills of
those who are already employed in the sector.

Graduates of this qualification will have the skills and knowledge
to work in the property industry as Residential Property
Managers managing properties under private, public, or
community organisation ownership.
With additional training to meet regulatory requirements, other
career opportunities within the real estate industry exist for the
graduate depending on their personal career objectives.
Graduates will also be equipped with skills, knowledge and
attributes that may see them progress on to be employed in a
variety of customer service, relationship management, business,
or community oriented roles.
Qualification specifications
Qualification award
The candidate shall be awarded the qualification by the
accredited Tertiary Education Organisation (TEO) where the
programme has been completed.
The formal document certifying the award of this qualification
includes the full qualification title, the date of the award, and the
logos of The Skills Organisation, the accredited TEO, and the
NZQF.
As the qualification developer, The Skills Organisation will
maintain a list of graduates of this qualification. The TEO will
report annually to The Skills Organisation the names of all
graduates awarded the qualification.
Evidence requirements for
assuring consistency
All TEOs offering this qualification (either arranging training or
delivering programmes) must participate in the Consistency
Review.

Regular monitoring of trainee progression within either the
TEO or the workplace including liaising with employers,
teaching staff, training supervisors and industry managers
about the value of the training to graduates, and
qualifications to the business.

Feedback from major industry associations, to ensure their
members involved in the residential property management
sector are satisfied with the qualification graduates.

Regular cross-industry meetings (Industry Advisory Groups)
where the changing training needs of the industry can be

discussed in light of technology changes, workplace
practices and graduate capabilities.
Independent surveys of graduates and employers to
determine if the graduates are appropriate for the workplace.
Other relevant evidence that would support the report on the
evaluative question.
The evidence should be collated in to a high level report using
the consistency template that answers the key evaluation
question and is presented at the consistency event to show how
the graduates meet the graduate profile.
Guidelines for assuring national consistency of graduate
outcomes are available and should be referred to on the NZQA
website.

The minimum standard of achievement required for the award of
the qualification will be achievement of all graduate outcomes in
the graduate profile.

There are no mandatory prerequisites to meet regulatory body or
legislative requirements for this qualification.

maintain currency with amendments to, and replacements of,
relevant legislation, regulations, government department
guidelines, and Australian/New Zealand/International Standards.

Programme design and delivery, and all assessment will be
conducted in and for the context of a real or realistic property
management workplace, and in light of the requirements of that
context.
Community housing – an umbrella term describing the sector of
the housing market characterised by being community based and
focused on meeting the housing and accommodation needs of
low and moderate income groups.

Transition information
Version 2 of this qualification was published in July 2015 to encompass the following changes:
-
the community housing context has been incorporated into the qualification to best reflect what
all residential property managers do, either in the community or private sector
-
an increase in credit value from 45 credits to 65 credits to accommodate content from the
reviewed New Zealand Certificate in Residential Property Management (Level 3) [Ref:1808], as
well as the community housing context.
The last date for entry into programmes leading to version 1 of the New Zealand Certificate in Residential
Property Management (Level 4) is 31/12/2016. The last date for assessment against version 1 of the
qualification is 31/12/2018.
It is recommended that candidates currently enrolled in programmes leading to version 1 of this
qualification and who are unable to complete by 31 December 2018 transfer their existing achievement to
this version.
It is anticipated that no existing candidates will be disadvantaged by these transition arrangements.
