Strategic purpose
statement
The purpose of this qualification is to provide the residential property sector
with individuals who will be able to operate as Letting Agents at an entry
level, under the limited supervision of a property manager or business owner.
The qualification aims to benefit the community by promoting consumer
confidence in the sector and processes.
The qualification provides a pathway for people wishing to enter the sector. It
also recognises the achievement of relevant knowledge and skills of those
who are already employed in the sector.
Graduate
profile
Graduates of this qualification will be able to:
- Work ethically and professionally in dealing with tenants and other relevant
parties
- Conduct letting agent duties professionally
- Establish and maintain residential tenancies in accordance with New
Zealand legislation for the residential property sector
Outcome Statement
- Communicate rights, responsibilities and obligations clearly to tenants and
other relevant parties
- Report on the status of residential properties
- Manage maintenance of residential rental properties.
Education
pathway
This qualification, as an entry level to the residential property management
sector, may lead to:
- New Zealand Certificate in Residential Property Management (Level 4).
Employment
pathway
Graduates of this qualification will be able to work in the property industry as
Letting Agents. They may move on to become Residential Property
Managers.
With additional training to meet regulatory requirements, other career
opportunities within the real estate industry exist for the graduate depending
on their personal career objectives. Examples are:
- Licensed real estate salesperson, or
- Licensed real estate branch manager, or
- Licensed real estate agent.

Qualification award
This qualification will be awarded by ETITO as developer of the qualification.
The formal document certifying the award of this qualification bears the
ETITO and NZQF logos, the name and logo of the Tertiary Education
Organisation offering the programme of training leading to award of the
qualification, the full qualification title and NZQA reference number, and the
date of award of the qualification.
Arrangements for
managing
consistency
All Tertiary Education Organisations (TEOs) offering this qualification (either
arranging training or delivering programmes) must engage with all the
arrangements for managing consistency as stated below. The process will be
funded by TEOs offering programmes leading to the qualification, to cover
actual and reasonable evaluation related costs.
Specific Arrangements
- TEOs are required to meet with ETITO on an annual basis to confirm the
consistency of the qualification outcome achievement by the TEO’s
candidates. This will involve:
– review of evidence associated with achievement of qualification outcomes
– identifying issues or opportunities associated with outcome achievement.
– Following the meeting ETITO is to provide a report to TEOs on their
programme consistency with qualification outcomes and any
recommendations for maintaining currency of industry context.
– ETITO is to undertake a regular cycle of surveys that will include industry
feedback on skills needs and the monitoring of graduate outcomes against
the qualification purpose. The feedback will be used to inform TEO
programme development and future qualification reviews.

Credit transfer and

for qualification
Tertiary Education Organisations (TEOs) offering programmes leading to this
qualification must maintain currency with amendments to, and replacements
of, relevant legislation, regulations, government departments, and
Australia/New Zealand Standards. Programmes must reflect industry best
practice and currency. Programmes will include:

Transition information
Version 2 of this qualification was published in July 2015 due to the recommendation for it to be
discontinued in the mandatory review of Real Estate qualifications.
The last date for entry into programmes leading to this qualification is 31/12/2016. People currently
working towards this qualification must complete the requirements by 31/12/2018.
The last date for assessment against this qualification is 31/12/2018 after which it will be discontinued.
