Transition Arrangements

This qualification has been reviewed and replaced by the New Zealand Certificate in

Roadmarking (Level 4) with an optional strand in Testing [Ref: 3236].

The last date for entry into programmes leading to the replaced qualification is 31

December 2017. The last date for assessment of programmes leading to this qualification is 31 December 2019, at which time it will be discontinued.

This qualification contained expired unit standards 15938; 15940; 18051; 18052 and

18664 which have been removed. As a result, the optional strands in Testing Pavement

Marking and Testing Transit New Zealand T/12 can no longer be achieved.

Purpose

This qualification recognises the skills and knowledge of a senior roadmarking operator.

The holder of this qualification will be able to demonstrate knowledge of materials, processes and specifications for complex roadmarking work. They will be able to manage health, safety, and environmental requirements; apply sustainable environmental management practices; utilise roadmarking maps and plans for plant operation; perform complex industry calculations; set out complex roadmarking work; and supervise and manage projects in the roadmarking industry.

In recognition of the dangers involved with the roadmarking environment, the holder of this qualification will also complete a choice of standards related to health, safety, environment, and/or occupational health and safety practice. They will also have to demonstrate expertise in the handling and use of long-life roadmarking products, or in paint marking.

Senior roadmarking operators may have a range of additional skills and knowledge recognised through optional strands in Temporary Traffic Management on Level 2 and

Level 3 Roads, Testing Pavement Marking, Testing Transit New Zealand T/8, and Testing

Transit New Zealand T/12. The optional strand in Temporary Traffic Management on

Level 2 and Level 3 roads is also found in the National Certificate in Roadmarking

(Operator) with strands in A-Type Applicator, and B-Type Applicator; and optional strands

[Ref: 1303], as this role may be undertaken at either level.

For individuals following a structured industry career pathway, this qualification builds on the National Certificate in Roadmarking (Assistant) with optional strands [Ref: 1301] and the National Certificate in Roadmarking (Operator) with strands in A-Type Applicator, and

B-Type Applicator, and optional strands [Ref: 1303]. Please refer to the Qualification

Pathway for Roadmarking at the end of this document for further information.

Replacement information

This qualification replaced the National Certificate in Roadmarking (Skilled Operator) with optional strands in Long-life Products, Extruded Thermoplastics, Screeded

Thermoplastics, Sprayed Thermoplastics, and Testing [Ref: 0617].

Requirements for Award of Qualification

This qualification will be awarded to people who have met the core compulsory and core elective requirements, and the requirements of either the Long-Life Products or the Paint

Marking strand of this qualification. The optional strands will be awarded to people who have met the requirements of the qualification and who have also met the specified requirements of the strand(s).

Award of NQF Qualifications

Credit gained for a standard may be used only once to meet the requirements of this qualification.

Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the purpose of award. The table of mutually exclusive standards is provided in section 7 of the New Zealand

This qualification replaced the National Certificate in Roadmarking (Skilled Operator) with optional strands in Long-life Products, Extruded Thermoplastics, Screeded

Thermoplastics, Sprayed Thermoplastics and Testing [Ref: 0617]. It was registered following a review of the Roadmarking sector’s qualification structure, which also included the National Certificate in Roadmarking (Assistant) with optional strands in Level 2 and 3

Roads, Line Removal, and Raised Pavement Markers [Ref: 0616]. The previous twoqualification suite was repackaged into three new qualifications, better reflecting the diversity of job roles within the Roadmarking industry.

Summary of differences between the replaced qualification and this one.

Title changed to reflect changes to strands, and optional strands.

Credit total changed for core qualification from 90-95 to 102-117 credits.

Significant content change to the core compulsory section:

– standard 8559 removed;

– standards 15926, 15927 and 15933 replaced by standards 21425, 21427 and

21431 respectively;

– standards 6442, 21420 and 21429 added; and

– standards 15925, 15934 and 15935 moved to the core compulsory section of the

National Certificate in Roadmarking (Operator) with strands in A-Type Applicator, and B-Type Applicator; and optional strands [Ref: 1303].

Core electives A and B removed, with standards 18045, 18046, 18048 and 18049 moved to the A-Type and B-Type Applicator strands in the National Certificate in

Roadmarking (Operator) with strands in A-Type Applicator, and B-Type Applicator, and optional strands [Ref: 1303].

A new core elective section added, comprised of a choice of standards from standard

18664, and the Civil Infrastructure Health, Safety, and Environment, and Occupational

Health and Safety Practice domains.

The optional strand in Long-Life Products changed to an elective strand, with:

– standard 15942 moved to the Thermoplastics optional strand of the National

Certificate in Roadmarking (Assistant) with optional strands [Ref 1301]; and

– standards 15938, 15940, 15941 and 18054 added from the Extruded

Thermoplastics and Sprayed Thermoplastics optional strands.

A new Paint Marking elective strand added, containing Core elective B standards

18047 and 18050.

The Extruded Thermoplastics, Screeded Thermoplastics and Sprayed Thermoplastics optional strands removed, with:

standard 9020 removed from the qualification;

– and other standards moved to the Long-Life Products strand or the National

Certificate in Roadmarking (Assistant) with optional strands [Ref 1301].

The optional strand in Testing split into new optional strands in Testing Pavement

Marking, Testing Transit New Zealand T/8, and Testing Transit New Zealand T/12.

A new optional strand in Temporary Traffic Management on level 2 and 3 Roads added.

People currently enrolled in programmes leading to the award of the replaced qualification

[Ref: 0617] may either complete the requirements of that qualification or transfer their results to this qualification.
