Special notes 1 Definitions Public relations refers to encouragement of understanding and goodwill towards a person, organisation, community or institution. Organisational procedures refer to instructions to staff on policy and procedures which are formally documented or generally accepted within the workplace. 2 Legislation Performance of the elements of this unit standard must comply with the following legislation – Privacy Act, 1993; Health and Safety in Employment Act, 1993; Fair Trading Act, 1986; Consumer Guarantees Act, 1993; Sale of Goods Act, 1908; Human Rights Act, 1993 and their subsequent amendments. Performance criteria 1.1 Target group is identified in accordance with organisational procedures. 1.2 Objectives of public relations plan are identified in accordance with organisational procedures. 1.3 Specifications for public relations plan are developed in accordance with organisational procedures. Range 1.4 may include but is not limited to – content, contacts, media, budget, design, layout, format, skills required, resources, timeframe, limitations, production approach, implementation method, schedule, quotes, feedback, legislation. Procedures for evaluating effectiveness of public relations plan are developed in accordance with organisational procedures. Element 2 Create a public relations plan. Performance criteria 2.1 Components of public relations plan are sourced and assembled in accordance with organisational procedures. Range 2.2 Draft public relations plan is created and approved in accordance with agreed specifications. Range 2.3 may include but is not limited to – data, content, resources, equipment. may include but is not limited to – design, message, impact, budget, accuracy, clarity, proofing. Final public relations plan is created and checked for compliance with specifications in accordance with organisational procedures. Performance criteria 3.1 Implementation method for public relations plan is approved in accordance with organisational procedures. Range may include but is not limited to – relevant media, timeliness, coverage, budget, resources. 3.2 Public relations plan is implemented in accordance with organisational procedures. 3.3 Public relations plan is evaluated for effectiveness in accordance with organisational procedures. Please note Providers must be accredited by the Qualifications Authority, or an inter-institutional body with delegated authority for quality assurance, before they can report credits from assessment against unit standards or deliver courses of study leading to that assessment. Industry Training Organisations must be accredited by the Qualifications Authority before they can register credits from assessment against unit standards. Accredited providers and Industry Training Organisations assessing against unit standards must engage with the moderation system that applies to those standards. Accreditation requirements and an outline of the moderation system that applies to this standard are outlined in the Accreditation and Moderation Action Plan (AMAP). The AMAP also includes useful information about special requirements for organisations wishing to develop education and training programmes, such as minimum qualifications for tutors and assessors, and special resource requirements.
