Explanatory notes 1 Performance in relation to the outcomes and evidence requirements must comply with current legislation, policies and procedures, including: Health and Safety in Employment Act 1992; Official Information Act 1982; Privacy Act 1993; and all subsequent amendments and replacements; The State Services Code of Conduct, Standards of Integrity and Conduct (available from http://www.ssc.govt.nz) and/or any other agency-specific code or codes of conduct and/or ethics. It is important to note that there is, in most cases, specific legislation relevant to the organisation in which the candidate is employed. This legislation must be included. 2 Definitions Intelligence – the functions, activities, people or organisations that are involved in the process of planning, gathering and analysing information that leads to the production of intelligence products, which are of potential value to decision makers. Intelligence product – the end result of the production step of the intelligence cycle, in which information is developed into an intelligence product through integration, analysis, evaluation and interpretation of all available information. Organisational requirements – instructions to staff on policies, procedures, and methodologies which are documented and are available in the workplace. They must be consistent with applicable legislation and any other applicable compliance requirements. Outcomes and evidence requirements Outcome 1 Apply ethical values and standards in an intelligence analysis role. Range includes but is not limited to – integrity, objectivity, competence, impartiality, reliability; candidate is given five scenarios that represent a spectrum of ethical situations. Evidence requirements 1.1 Identify ethical values and standards as they relate to intelligence roles. 1.2 Apply ethical values and standards as they relate to intelligence roles. 1.3 Discuss the impact of ethical and unethical decisions as they relate to intelligence roles.
