Explanatory notes 1 Performance in relation to the outcomes and evidence requirements must comply with current legislation, policies and procedures, including: Health and Safety in Employment Act 1992; Official Information Act 1982; Privacy Act 1993; Public Records Act 2005; and all subsequent amendments and replacements; The State Services Code of Conduct, Standards of Integrity and Conduct (available from http://www.ssc.govt.nz) and/or any other agency-specific code or codes of conduct and/or ethics. It is important to note that there is, in most cases, specific legislation relevant to the organisation in which the candidate is employed. This legislation must be included. 2 Definitions Collection – the acquisition of information required for intelligence purposes from sources and agencies. Collection plan – a defined approach that describes information needed and means of acquiring it. Complex collection task – consisting of many different and connected tasks. Information – facts that are known or could be discovered from any source. Examples may include – written or oral reports or documents; description of an event or an activity; unevaluated material of every description, at all levels of reliability, and from any sources from which intelligence can be developed. Organisational requirements – instructions to staff on policies, procedures, and methodologies which are documented and are available in the workplace. They must be consistent with applicable legislation and any other applicable compliance requirements. 3 Range All activities and evidence presented for outcomes and evidence requirements in this unit standard must be in accordance with organisational requirements. Outcomes and evidence requirements Outcome 1 Execute a complex collection task for intelligence analysis in accordance with a collection plan. Evidence requirements 1.1 Plan a collection task. 1.2 Prepare the collection task. Range 1.3 must include research; may include but is not limited to - rehearsals, logistics, personnel, communications, briefings, risk management. Execute the planned complex collection task. Outcome 2 Evaluate the complex collection task. Evidence requirements 2.1 Evaluate execution of collection task. 2.2 Evaluate information collected against intelligence requirements. 2.3 Evaluate the collection plan.
