Explanatory notes 1 This unit standard is intended for, but not restricted to, workplace assessment. The range statements within the unit standard can be applied according to enterprise specific equipment, procedures and processes. 2 Safety of personnel and plant must be a priority throughout the assessment. If the safety requirements are not met the assessment must stop and the candidate will be assessed as not yet competent. 3 Performance and work practices in relation to the outcomes and evidence requirements must comply with all current legislation, especially the Electricity Act 1992 and any subsequent amendments, and any regulations, codes of practice recognised under that statute, Health and Safety in Employment Act 1992, the Resource Management Act 1991, and their subsequent amendments, electricity supply industry codes of practice and documented enterprise procedures. Asset owner refers to the owner of an electricity supply network that takes its point of supply from Transpower NZ, and delivers electricity to industrial, commercial and residential customers. Asset owner standards are the approved documented work site methods for carrying out work on an electrical supply network to the standard required by the asset owner. 6 This unit standard is intended for use in the assessment of Distribution and Transmission Line Mechanics and all terminology and workplace assessment should be related to that sector of the industry. 7 Assessment of practical skills against the outcomes in this standard requires three practical observations from three different workplace activities. Outcomes and evidence requirements Outcome 1 Plan work for dismantling electricity network lines and structures. Evidence requirements 1.1 Scope of work is identified. Range engineering data, loading, line condition, conductor type and condition, consents, approvals. 1.2 Work procedures and methods are established. 1.3 Site is prepared. Outcome 2 Disconnect electricity network conductors. Range location, crossings, infrastructure, environment, safety requirements, engineering requirements. Evidence requirements 2.1 Guying is applied. 2.2 Structure is rigged for conductor lowering. Outcome 3 Dismantle electricity network structures. Range poles or towers. Evidence requirements 3.1 Structure is dismantled. Range 3.2 may include but is not limited to – crane, helicopter, gin pole; evidence of one method is required. Structure is disassembled and bundled ready for transportation. Outcome 4 Reinstate electricity network site. Range consents, plans. Evidence requirements 4.1 Foundations are excavated if required. 4.2 Foundations are removed if required. 4.3 Debris is removed and site is reinstated. Outcome 5 Report work done on the dismantling of electricity network lines and structures. Evidence requirements 5.1 Reported information is complete, concise, and legible. 5.2 Information is recorded in the required format for company or asset owner and filed within the scheduled time-frame.
