II. Analysis of the Program
1. Quantitative Indicator:
a. Demand Indicator: Unhealthy
There is a demand for an Administration of Justice program at the University of Hawai‘i
Maui College. This is supported by general community interest and feedback from the
program advisory committee, industry partners, and students who continue to enroll in
this unique and challenging program.
Decline of Major count: Student demand data indicates that the number of majors
declined from 72 to 54. This puts the program in a healthier position in terms of
Student/Faculty ratio however data reports that there are only 13 vacant positions
which raises a concern for oversaturation of the workforce.
Number of new/replacement positions: The CIP used excludes a wide variety of
positions such as private security, courts, corrections, police support personnel
(dispatchers), and homeland security, for which program majors and graduates are
qualified and place into.
b. Efficiency Indicator: Cautionary
One full-time faculty member administers and coordinates this program. Classes are
taught by the program coordinator and supplemented by part time lecturers. According
to current data, the AJ program has a total of 54 declared majors. Faculty/Student ratio
coupled with a class fill rate of 69%, puts the Efficiency Health Indicator for this program
at cautionary.
As expected with the current economic growth, students are being drawn into the
workforce before completing their degrees. The program continues to actively recruit
on campus and in the community. This program has a strong rapport with campus

counselors and student support services. Through these partnerships and student
advising we continue to encourage student persistence.
The only expenses incurred by the AJ program in the last year were personnel related
costs for lecturers and the program coordinator. The Social Sciences Department
supplements the program with additional materials, visual aids, and supplies.
c. Effectiveness Indicator: Healthy
The Effectiveness Health Indicator for this program is Healthy due to the 64.4%
persistence rate. Student persistence has been impacted by changes in the economy
and shrinking workforce. Significant efforts continue to be made to monitor student
retention and encourage persistence.
A total of 11 unduplicated degrees and certificates were awarded in spring 2015. In
addition to these awards, 5 students transferred to UH 4 year programs and there were
5 withdrawals. The program hopes to maintain this success through program
orientations, and continued faculty advising and student mentoring.

1P1: Technical Skills Attainment: Although the goal of 91.00 was not met, the program
had an actual of 80.00 which is reasonable.

service and private industry.
III. Action Plan
a. PLO :
 Evaluate Program Learning Outcomes for current industry needs and relevance.
 Develop appropriate outcomes that support greater student success.
 Adjust course content to improve student achievement.

 Modification of course content to support student achievement in revised PLOs.
 Increase AJ instructor and GenEd instructor contact to support the development of
activities and coursework that is engaging and relevant to AJ and CTE majors.

Provide a brief description of your program and program mission:
The Administration of Justice program is one of three Public Service programs at the College. Program
staff currently includes one full-time faculty and several part-time lecturers. The AJ program is
competency-based and stresses both theoretical and hands on practical application of classroom

information. Upon completion of requisite coursework in AJ and Liberal Arts, students receive a
Certificate of Achievement (CA) and/or an Associate in Applied Science (AAS) degree. AJ majors are
eligible also to receive as many as six Certificates of Competence in Law Enforcement, Corrections, and
Private Security. After successfully earning 12 credits at UHMC, Police Officers may receive up to 21 AJ
credits for completing basic police training as required by government law enforcement agencies.

opportunity to demonstrate their ability to work independently and in groups to accomplish
shared outcomes.
The majority of Officer Survival Students were able to demonstrate their ability to performing
independently and inter-dependently to accomplish shared professional outcomes.

As in previous years, assessing this PLO has been problematic since there is are numerous ways
to arrive at a specified outcomes. This has prompted an evaluation of industry and other
program standards to determine of a more appropriate PLO can be developed.
