David: Data on cities and counties, non-biased, from official sources. Data sources explained. Two campuses in Hawaii county, multiple in Honolulu country, Maui and Kauai only 1 campus each. Maui county lowest in higher ed general fund expenditures per student FTE, per capita, per student head ; also Maui lowest when add in tuition and fees. All graphs show Maui as lowest expenditure; i.e. disproportionate. Kauai often highest. Some distortion due to differences in campus activities (research, etc) but bottom line if less funding. Chancellor seeking attention on this in from multiple aspects. Reverse analysis per campus rather than county shows Leeward with lowest funding; but Maui is closer to Hawaii CC. Plan for funding to come from outcomes, and historical general fund allocation, which hurts us. Major funding sources: tuition, legislative allocation. All G-funds on this campus go to salaries, no other bills. Senate minutes 11/9/2012 Jennifer Owens- concern from liberal arts and humanities, desire to keep numeracy course as part of the degree; may be some controversy with proposal, but rationales pretty strong Per Maggie Bruck, since this proposal does not include new courses may be able to have a little more time for curriculum Straw vote: liberal arts AA diversification proposal, adds explanation and keeps numeracy course requirements. Categories differ from prior AA map. Each course reviewed for where fits in requirements. Support 15; prefer previous, none noted. Will plan liberal arts meeting for after Thanksgiving. General Education Policy o General Ed has to be “college level” 100+ for all Associate Degrees; if not Certificates V. Announcements ITC meeting following Adjourned at 2:44PM VI. Proposed Resolution in support of John Morton / Budget Revision 2012 Revisions proposed by Chancellor’s office: APPROVED UNANIMOUSLY BY SENATE TODAY Senate Resolution AY 2012.1 Support for Budget Equity Passed October 12, 2012 Whereas, UH Maui College is facing the prospect of a profound fiscal burden according to the 2012-2013 Biennial Budget, support is herein given to all of John Morton’s and Michael Unebasami’s efforts in equalizing and updating the calculation methods by which UHMC has historically received the least higher education general fund allocations on a per county per capita basis for its students as compared to other counties..
