Introductions 2. Project Overview The Peralta Community College District (PCCD) will adjust its Trustee districts to comply with federal and state requirements for compact, contiguous districts of near equal population using 2010 Census data. A project overview was given by Marstel-Day consulting firm. Variance is allowed between Districts, but the greatest it should be is a 10% swing. Parity is the ideal. The communities of interest drive how boundaries are re-drawn. The registrar of voters has to readjust lines with the consulting firm to realign blocks and precincts, with the goal of parity. The District submits the final redistricting plan, and then the Registrar needs 6 months to integrate that plan. One of the consulting firm team members has background in social justice issues. GIS data is also provided. Census data also provides language groups. Alameda County doesn’t have to comply with section 5 requirements. Communities of interest and stakeholders will be identified. Four alternatives will be presented to the full Board, with time for public review. Current or similar trustee district would be one of the alternatives, with minimum disruption to that District’s communities of interest. Trustees are interviewed individually at the start of this process. There will be a ten minute Board meeting presentation on March 29th, with Trustee interviews on April 5th. Public hearings could occur in May, with public community meetings held in September. Interview question relate to where communities of interest are located in the District. The requirement is April 2012, with December 2011 as the goal. 3. Deliverables Four draft alternatives using Census 2010 data Four public meetings to discuss drafts and take inputs Develop up to two new alternatives that incorporate public input, as appropriate Provide final plan, with supporting data to Board for public hearing, consideration and adoption Deliver approved plan to Alameda County Registrar of Voters and support incorporation into the Registrar’s overall redistricting effort 5.
