Peralta Community College Board Policy 3.07 Policy 3.07 Policy Concerning Political Activity during Working Hours and Political Activities on District Premises This policy is not in any way intended to abrogate the civil rights of Peralta's Trustees or employees, as authorized in Board Policy 3.08. It is to be implemented in conjunction with California and federal law and regulations related to the political activity of school and public agency officers and employees. (a) Employees of the Peralta Community College District may not engage in political activity while they are on duty as employees of the District. (b) College- or District-authorized political activity may take place on District property or other facilities being utilized by the District, provided that an equal time, place, and manner forum is provided for dissenting persons and opinions. While non-authorized political activities on District property are protected under the First Amendment, they are also subject to the time, place and manner rules, which are designed to provide free access by students to, and prevent disruption of, the orderly educational process. (c) Distribution or posting of campaign materials on District property or other facilities being utilized by the District is permitted by any person other than an on-duty Peralta employee provided that the time, place, and manner of the distribution or posting complies with College and District policies and procedures and with applicable local laws and regulations.
