Policy 3.02 Volunteerism
Peralta Community College District recognizes the value of volunteer service for programs, projects,
and activities at the Colleges and District. Volunteers not only help improve the quality of service
delivery for Peralta students and employees, but also help build strong relationships between the
District and the community at large.
Definition. Volunteers are individuals or groups of individuals who provide non-compensated
services. Volunteers shall be pre-determined and District-managed in accordance with the law,
collective bargaining agreements, and District policies. As helpers, volunteers shall supplement, but
not supplant the employment of regular (i.e., classified) District employees.
Volunteers shall be required to submit the required documentation of the accepted services.
Volunteers shall be subject to the same requirements of background and other pre-screening
verifications as are completed by District employees, including fingerprinting, confirmation of
freedom from active tuberculosis, and any additional requisite pre-screening for individuals who
perform tasks directly or indirectly involving minor children.
Additionally, the District may recruit, screen, interview and/or test any individuals prior to their
acceptance as volunteers, as reasonably determined by the designated District supervisor and in
accordance with the spirit of Board Policy 3.11 (Equal Employment Opportunity Policy).
Supervision. Volunteers shall be assigned to tasks that are approved by a designated District
supervisor. The designated District supervisor shall be accountable for the direct supervision of
volunteers and shall monitor volunteer work schedules, locations, scope of tasks, duration of
assignment, use of equipment, materials and facilities, and safety. During the course of the
volunteers’ assignments, volunteers shall be managed in accordance with risk management
principles and District programs, implementing California laws, rules, and regulations.
Professionalism. Volunteers shall be required to comply with all applicable District policies which
govern behavior, conduct, and legal obligations related to employees. Termination of volunteer
assignments is at the discretion of the District (i.e., volunteers serve the District in an at will
capacity), and may occur without prior notice and without cause or reason.
Treatment. Volunteers shall be treated with respect in accordance with Board Policy 3.12 (Civility
and Mutual Respect) as it applies to visitors. Volunteers shall also be free from discrimination and
harassment in accordance with the spirit of Board Policy 3.04 and Board Policy 3.11 (Sexual
Harassment Policy and Equal Employment Opportunity Policy, respectively).
Benefits. Volunteers serve without compensation or other benefits. Volunteers shall not be entitled
to defense and indemnity from the District.
