Whereas PCCD Administrative Procedure 2511 states “The District Academic Senate, representing the four College Academic Senates, is recognized to make recommendations to the District Chancellor and to the Board of Trustees with respect to “academic and professional matters.” Whereas one such “academic and professional matter” as defined in Title 5 regulations is “Processes for institutional planning and budget development.” Whereas one of the goals of PCCD’s Planning and Budgeting Integration Model is to provide for “streamline decision making among the colleges and District service centers by providing a transparent process of collaboration and recommendations leading to decisions.” Whereas recent funds received by the District for college student success initiatives such as the Peralta Accountability for Student Success, Student Support and Success Programs, have been diverted and distributed to the District without formulas justifying the reasoning nor connecting them to direct services necessary to carry out college implementation plans. Resolved, the Peralta District Academic Senate recommends that Chancellor review the colleges’ plans and reports for implementing State, Parcel Tax, Bond Measure mandates prior to diverting funds from the colleges to District support. Resolved, the Peralta District Academic Senate recommends that the Chancellor use this review of the colleges’ plans and reports to draft the District service center support and budget proposal for shared governance review. Resolved, the Peralta District Academic Senate recommends that the Peralta Community College Board of Trustees and the Chancellor work with the District Academic Senate to draft formal administrative procedures that ensure the longevity of this practice.
