THE POSITION Cooperating Agencies Foster Youth Educational Support Program (CAFYES) was authorized in September 2014, when Governor Brown signed into law Senate Bill 1023 (Chapter 771, Statutes of 2014). The law allows the Chancellor’s Office to enter into “agreements with up to 10 community college districts to provide additional funds for services in support of postsecondary education for foster youth.” CAFYES will be a supplemental component of the existing Extended Opportunity Programs and Services (EOPS) program. The purpose of the program is to strengthen the capacity of community college districts to support the higher education success, health and wellbeing of some of the nearly 13,000 current and former foster youth who are enrolled in California’s community colleges. The budget provides up to $15 million for the program in 2015-16 and is expected to continue in future years. In November, 2015, all of the Peralta Community Colleges were awarded these funds. As a result, they are each hiring a CAFYES Program Manager. The Transitions Liaison: Serves as an active member of the College’s EOPS office and collaborates closely with other staff working on other categorical programs (CalWorks, DSPS, and EOPS/Care). Serves as the College’s ambassador to Government Agencies, School Districts, Community-based Organizations (CBO’s) and Faith-based organizations serving foster youth students. Develops strong working relationships across departments on their home campus as well as with the staff at Government Agencies, School Districts, Community-based Organizations (CBO’s) and Faith-based organizations. Serve as part of a community of practice with the other CAFYES Program Managers from the other Peralta Colleges to ensure a consistency of practice and an ability to engage monthly with community partners and other service providers as a District. Works closely with foster youth to ensure a smooth transition from one education segment or learning environment to another. Serves as a “process coordinator” on their campus – assisting students in navigating the entire process of understanding their college options, applying, enrolling, matriculating, and being successful in their academic environment. Works successfully across departments to resolve problems and ensure students have a successful experience transitioning to and through the Peralta Colleges. Track, gather, and analyze student success data to ensure continuous program improvement. Coordinate and collaborate with the District CAFYES Data Analyst. Serve on the College’s Student Success and Equity Team. Communicate and collaborate effectively with the Peralta District Office of Student Success and Equity. Supervise student workers funded by CAFYES funds. Help monitor and maintain the CAFYES budgets and ensure efficient and effective of CAFYES funds. MINIMUM QUALIFICATIONS 1. Bachelor’s Degree from an accredited college or university in one of the social sciences, behavioral sciences, public administration or a related field, and of four (4) years of responsible professional experience in either a related community college function or a nonprofit or community-based organization; or an equivalent combination of training and qualifying experience which demonstrates the ability to perform the duties of the position. 2. Familiarity with the policies, procedures, regulations and laws that pertain to foster youth in the State of California. 3. Knowledge of resources available to under-served, transition-age youth in Alameda County. 4. Demonstrated knowledge of and proficiency in working with transition-age youth. 5. Ability to develop action plans demonstrating timelines and deliverables. 6. Experience working with diverse, high-risk populations such as previously incarcerated individuals, foster youth, undocumented immigrants, non-native English speakers, individuals newly released from the prison system, etc. 7. Understanding of case management. 8. Knowledge of different learning styles and strategies for fostering student success given these differences. 9. Understanding of mental health issues and resources available to students. 10. Some knowledge in data collection, analysis and report writing/submission. 11. Ability to communicate effectively with people of diverse cultures and language groups and with people who have disabilities. 12. Demonstrated knowledge of and proficiency in the use of office productivity software (word processing, spreadsheet, database management, email) using personal computers and the Internet. 13. Understanding of, sensitivity to and respect for the diverse academic, socioeconomic, cultural, sexual preference, disability and ethnic backgrounds of Peralta Colleges’ students, faculty, staff and community. DESIRABLE QUALIFICATIONS 1. Master’s Degree in social work, counseling, social and/or behavioral sciences, public administration or a related field. 2. Excellent interpersonal skills, including group presentation, writing skills and ability to explain project goals and objectives to a variety of audiences. 3. Experience in working with multicultural students. 4. Bi-lingual skills are a plus.
