The certificate recognises that the holder has the skills necessary to: undertake the management function of crew supervision; maintain shipboard management practises; carry out the seamanship functions of operational control of the vessel; determine the effects of weather and sea state on the safety of the passage; maintain stability on non-ballast vessels; conduct the sea safety and sea survival functions of damage control, and respond to personal injury. Achievement of the optional Ocean Navigation strand recognises that, in addition to having been credited with the compulsory unit standards, the holder has also gained skills in the seamanship functions of ocean navigation and the control of a vessel in an ocean environment. Employers who recruit trainees must ensure that the trainees are supplied with the relevant information and procedures relating to MSA requirements. There is no requirement for an additional Certificate of Competency (Licence to Operate) for the optional Ocean Navigation strand to be issued by the Maritime Safety Authority following fulfilment of this qualification. 2.1 entry information for programmes of education and training assessed against the unit standards in the qualification Open. 2.2 qualification requirements The National Certificate in Maritime (Master of Commercial Coastal Vessel) will be awarded to people credited with all the unit standards in the compulsory list. For the purpose of this qualification, people who have gained credit for the replacement standards will be exempt from the requirement to gain credit for the expiring standards – see table below. Credit for 26551, 26552 26551 Exempt from 6400 6402 5.2 Previous versions of the qualification Version 2 was issued as a result of the review the qualification which expanded to include skills that bring it in line with the international convention for Standard Training Certificate and Watchkeeping (STC&W). These skills include fire fighting competence and skills involved in planning passage, navigating and controlling a commercial coastal vessel. Any version of a unit standard contained within this qualification which retains its original unit standard identification number will continue to meet the requirements of this qualification.
