Title
Verify the operational condition of safety equipment on a vessel

This unit is intended for persons working at an entry level in the
industry or persons wishing to enter the industry at an entry
level.
People credited with this unit standard are able to check the
functionality of safety equipment on a vessel; confirm the
availability of equipment and seek replacement for nonoperational and expired safety equipment.

Explanatory notes
1.
Manufacturer’s instructions for equipment include: maintenance manuals and
operating instructions.
Documentation and records may be the deck log book, or other form as detailed by
the organisation in its standard operating procedures.

Definitions
Accepted industry practice – standardised practices and procedures accepted by the
wider maritime industry as examples of best practice.
Maritime Rules and administered by Maritime New Zealand.
Maritime Transport Operator Plan (MTOP) – refers to the documented operational
plan required for all commercial vessels as a part of the Maritime Operator Safety
System (MOSS), the operator certification system established under Part 19 of the
Operating Procedures – the Safe Operating Procedures documented in the vessel's
Marine Transport Operator Plan as well as any undocumented standard operating
procedures for that vessel.
Vessel – refers to any form of commercial or military watercraft and is sometimes
used in maritime circles interchangeably with the word ship.

Evidence requirements
1.1
Physical checks of safety equipment are conducted in accordance with
equipment manufacturer’s instructions and vessel operating procedures.
1.2
Equipment operability is tested where this testing does not compromise the
future functionality of the equipment.
1.3
Deficiencies and damage are recorded, and repair or replacement is initiated in
accordance with vessel operating procedures.
1.4
Documentation relating to the recording of damaged or deficient safety
equipment is completed in accordance with vessel operating procedures.
Outcome 2
Confirm availability of safety equipment.
Evidence requirements
2.1
Equipment holdings are checked and confirmed as correct against company
safety equipment stores checklist in accordance with vessel operating
procedures.
2.2
Deficiencies in equipment holdings are recorded, and action initiated to procure
replacement items at the next port of call.
2.3
Equipment type carried on the vessel conforms to regulations on the carriage of
safety equipment.

Providers must be granted consent to assess against standards (accredited) by NZQA, or
an inter-institutional body with delegated authority for quality assurance, before they can
report credits from assessment against unit standards or deliver courses of study leading
to that assessment.
Industry Training Organisations must be granted consent to assess against standards by
NZQA before they can register credits from assessment against unit standards.
Providers and Industry Training Organisations, which have been granted consent and
which are assessing against unit standards must engage with the moderation system that
applies to those standards.
Consent requirements and an outline of the moderation system that applies to this
standard are outlined in the Consent and Moderation Requirements (CMR). The CMR
also includes useful information about special requirements for organisations wishing to
develop education and training programmes, such as minimum qualifications for tutors and
assessors, and special resource requirements.
