This qualification has been reviewed and replaced by the New Zealand Certificate in
Domestic Maritime Operations (Restricted Limits) (Level 4) [Ref: 2505].
People currently working towards this national qualification should complete its
requirements by 31 December 2017.
New enrolments into programmes leading to this qualification will not be accepted after
31 December 2015.

Purpose
This qualification recognises the skills and competencies required for an operator of a
commercial inshore vessel.
The qualification recognises that the holder has the marine engineering, seamanship and
navigation skills necessary to take charge of a vessel, operate its radar and radio, and to
maintain the sea safety of the vessel and its personnel including the sea survival functions
of distress response and first aid. The optional strand recognises skills in small business
management, group participation, personal presentation, and the sales and customer
service skills required for dealing with clients, required of the owner/operator of a small
business associated with the vessel.
The qualification has a significant degree of commonality with the National Certificate in
Maritime (Commercial Coastal Watchkeeping) [Ref: 0522] and holders may be interested
in working towards both qualifications and also towards the National Certificate in Maritime
(Master of Commercial Coastal Vessel) with an optional strand in Ocean Navigation
[Ref: 0258].
Replacement information
This qualification replaces the National Certificate in Maritime (Master Commercial Inshore Vessel) [Ref: 0523].
Special Notes
The Maritime Safety Authority (MSA) recognises this qualification as forming part of a
structured training programme that could lead to the award of the Inshore Launchmaster
certificate of competency. The Inshore Launchmaster certificate will be issued following
fulfilment of Maritime Safety Authority (MSA) requirements.
Employers who recruit trainees must ensure that the trainees are supplied with the
relevant information and procedures relating to MSA requirements.

Requirements for Award of Qualification
This qualification will be awarded to people who have met the requirements of the
compulsory section. The optional strand will be awarded to people who also meet the
strand requirements.
Award of NZQF National Qualifications
Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the
purpose of award. The table of mutually exclusive standards is provided on the New Zealand Qualifications
Authority (NZQA) website: http://www.nzqa.govt.nz/qualifications-standards/standards/standards-exclusionlist/.
Reviewed standards that continue to recognise the same overall outcome are registered as new versions
and retain their identification number (ID). Any version of a standard with the same ID may be used to meet
qualification requirements that list the ID and/or that specify the past or current classification of the standard.

Previous versions of the qualification
Version 1 of this qualification replaced the National Certificate in Maritime (Master
Commercial In-shore Vessel) [Ref: 0523]. Differences between the replaced and
replacement qualifications included: compulsory section focussed on maritime operations;
inclusion of unit standards covering operation of navigation equipment; and business
management and customer service moved to an optional strand.
This qualification contains unit standards that are replacements of earlier unit standards.
For the purposes of this qualification, people who have gained credit for the expiring unit
