Transition Arrangements
This qualification has been reviewed and replaced by the New Zealand Diploma in Equine
Management (Level 5) with strands in Broodmare Manager, Yearling Manager, Stallion
Manager, and Racing Stable Foreman [Ref: 2380].
The last date for entry into programmes leading towards the replaced qualification is 31
December 2016, from which point no new enrolments will be accepted. After 31
December 2016 all new trainees will be enrolled in programmes leading to the
replacement qualification.

Purpose
This qualification is for people in sole charge or management positions as Stable Foreman
or Stable Manager within the racing or performance horse industry.
People that have gained this qualification will have the skills to care for and manage
stabled horses; formulate rations for horses; recognise good health, ill health, and the
structure and functions of horses’ body systems; and deal with emergency situations and
assist a veterinarian during an equine emergency. Qualification holders will also have
knowledge of the horse shoeing process and remedial showing; preparing and attending to
horses when transported by air; information and communication technology in the racing
industry; problem gambling and drug use; and the skeletal and muscular development of
the horse in relation to conformation.
Elective 1 allows people to select either, equine health or equine training skills; or
business, communications and sports practice skills, respectively, required to manage
their particular business activity.
The strands recognise the specialist management skills required in one of the sectors Harness Racing, Thoroughbred Racing, or Breeding. People will select the skills and
knowledge relevant to their workplace requirements and personal development.
For the Harness Racing and Thoroughbred Racing strands, these areas include equine
health, husbandry, industry, and training; plus specific standards relevant to harness or
thoroughbred racing.
The Breeding Strand recognises the breeding management skills such as teasing, mare
and foal care, care of a sick foal, management and education of horses from weaning to
yearling age, and preparation of yearlings for sale. The Breeding Strand electives allow
people to select standards for specialisation in areas of evaluation of a horse’s potential,
stallion management, artificial insemination, and horse training.
This qualification builds on the National Certificate in Equine (Level 4), strands Harness
Racing and Jockey [Ref: 0216]. On completion of the National Certificate in Equine
(Level 4), strands Harness Racing and Jockey [Ref: 0216] people may choose to further
their careers in stable management rather than as drivers or jockeys.

This qualification also builds on the National Certificate in Equine (Stable Procedures)
(Level 3), strands Harness Racing Stable Assistant, Thoroughbred Racing Stable
Assistant, or Thoroughbred Racing Track Rider [Ref: 0654], and the National Certificate in
Equine (Breeding) (Level 4) [Ref: 1070]. The National Certificate in Equine (Breeding)
(Level 4) [Ref: 1070] builds on the skills in the National Certificate in Equine (Breeding)
(Level 3) [Ref: 1542] which is designed for stud assistants working under supervision.
On completion of this qualification people can progress to a range of advanced generic
business or first line management qualifications depending on their area of interest and
career requirements.
Replacement Information
This qualification replaced the National Certificate in Equine (Racing Stable Management)
(Level 4) [Ref: 0794]. The National Certificate in Equine (Breeding) (Level 3) [Ref: 1542]
and the Breeding strand in this qualification replaced the former Breeding strand in the
National Certificate in Equine (Level 4) with strands in Sporthorse Stable Attendant,
Harness Racing Driver, Sporthorse Competitor, and Jockey [Ref: 0216].

Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the
purpose of award. The table of mutually exclusive standards is provided in section 7 of the New Zealand

Reviewed standards that continue to recognise the same overall outcome are registered as new versions

The Harness Racing and Thoroughbred Racing strands in this qualification replaced the
National Certificate in Equine (Racing Stable Management) (Level 4) [Ref: 0794]. The
National Certificate in Equine (Breeding) (Level 3) [Ref: 1542] and the Breeding strand in
this qualification replaced the former Breeding strand in the National Certificate in Equine
(Level 4) with strands in Sporthorse Stable Attendant, Harness Racing Driver, Sporthorse
Competitor, and Jockey [Ref: 0216].
National Certificate in Equine (Racing Stable Management) (Level 4) [Ref 0794]
Differences between replaced and new qualifications
 The credit requirement increased from 140 to 170.
 An Elective was added.
 The replacement qualification was stranded to include Harness Racing and
Thoroughbred Racing strands.
 Standards 1651, 1652, 1654, 1655, 1659, 1661, 6578, and 6613 were included in the
Core Compulsory.
 Standards 6619, 6624, 14590, 23972 and 25444 were added to the Core Compulsory.
 Standards 327, 328, 1988, 9707, 15189, and 20078 were included in the Core Elective.
 Standards 17625, 21335, 21395 and 23394 were added to the Core Elective.
 Standards 1633 and 20523 were included in the Harness Racing Elective.
 Standards 1597, 1598, 1600, 1653, 1663, 6615, 23970, 23971, 23974, 23975, 24303,
and 24304 were added to the Harness Racing Elective.
 Standards 1626, 1631, 1633, 1662, 17706, 17707 and 20523 were included in the
Thoroughbred Racing Elective.
 Standards 1653, 1663, 6615, 23970, 23974, 23975, and 24891 were added to the
Thoroughbred Racing Elective.
 Standards 1296, 2780, 5941, 16611, 17497, and 18336 were not included.
Transition
People currently working towards Ref: 0794 may either complete its requirements by
31 December 2012, or transfer their results to this qualification. Programmes or courses
for leading to version 1 of 1541 may start upon registration.
The replaced qualification will continue to be recognised by industry and there is no
requirement for existing holders to complete the new qualification.
National Certificate in Equine (Level 4) - Breeding strand [Ref: 0216]
Changes to structure and content
 The former Breeding strand in the National Certificate in Equine (Level 4) with strands
in Sporthorse Stable Attendant, Harness Racing Driver, Sporthorse Competitor, and
Jockey [Ref: 0216] was replaced by the National Certificate in Equine (Breeding)
(Level 3) [Ref: 1542] and the Breeding strand in this qualification.

There are substantial differences between the new qualifications and reviewed
qualification. Primary Industry Training Organisation is not aware of any candidates who
intend to complete the former Breeding strand in the National Certificate in Equine [Ref:
0216]. However, any existing candidates have until 31 December 2012 to complete the
requirements of the replaced qualification.
The replaced strand will continue to be recognised by industry and there is no requirement
for existing holders to complete the new qualification.

before they can register credits from assessment against standards. Accredited providers and Industry
