Purpose
This qualification is designed for people working in a range of management functions in a
recreation or sport context with a variety of client groups. It includes standards that will
cover managing existing business operations or new initiatives, facilitating or delivering
recreation or sport activities, and providing leadership and guidance to others.
The compulsory section contains standards which cover managing a project, and leading a
team to achieve objectives.
Elective 1 allows people to select from standards that relate to managing either a
recreation or sport event, a series of programmes or a community development initiative.
In Elective 2 people can select relevant standards from the Recreation and Sports
subfield. They can then choose the balance of credits from a range of standards
depending on the specific work context; these include business management, marketing,
environmental management practices, implementing health and safety plans, participating
in a formal meeting, managing interpersonal conflict, proposal writing.
This qualification builds on the National Certificate in Recreation and Sport (Level 3)
[Ref: 1711] and leads to the National Diploma in Community Recreation (Facility
Management) (Level 5) [Ref: 1251].
Replacement Information
This qualification replaced the National Certificate in Community Recreation (Programme
and Event Management) (Level 4) [Ref: 0939].

Requirements for Award of Qualification
Award of NZQF National Qualifications
Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the
purpose of award. The table of mutually exclusive standards is provided on the New Zealand Qualifications
Authority (NZQA) website: http://www.nzqa.govt.nz/qualifications-standards/standards/standards-exclusionlist/.
Reviewed standards that continue to recognise the same overall outcome are registered as new versions
and retain their identification number (ID). Any version of a standard with the same ID may be used to meet
qualification requirements that list the ID and/or that specify the past or current classification of the standard.

Transition Arrangements
This qualification replaced the National Certificate in Community Recreation (Programme
and Event Management) (Level 4) [Ref: 0939].
Candidates currently enrolled in programmes or courses leading to the award of versions
2, or 3 of the National Certificate in Community Recreation (Level 4) [Ref: 0939] may either
complete the requirements for those versions of the qualification by 31 December 2012 or
transfer to this replacement qualification. Candidates that wish to complete versions 2 or 3
of the replaced qualification must gain credit for standards 4866 and 18764 before they
expire in December 2011. However, the content of the two qualifications is significantly
different and they share the following standards in common: 4863, 9701, 15189, 18664,
and 25984.

This qualification contains standards that replace earlier standards. For the purposes of
this qualification, people who have gained credit for the expiring standards are exempt
from the requirement to gain credit for the replacement standards – see table below.
