Purpose
This qualification recognises the various technical skills and knowledge of people working
in multi-disciplinary roles in a variety of recreation and sport contexts. These roles include
Recreation Activity Instructors, Sport Coordinators, Sport Administrators and Developers,
Community Educators, and recreation workers.
The Compulsory section contains standards which cover demonstrating knowledge of
recreation, the needs of recreation target groups and customer service techniques.
The Core Elective section has a flexible design to allow standard choices in the areas of
administration, teamwork, and health and safety in either indoor, risk management or
injury prevention in recreation or sport depending on the specific work context.
Elective A allows people to select standards in the areas of recreation provision, sports
administration, events management, activity instructor, and sports coordination. Elective B
allows people to select the balance of standards from anywhere on the Directory of
Assessment Standards. In this way, they can choose from a wide range of standards
which cover skills and knowledge relevant to their recreation workplace practice.
Candidates can pathway to this qualification from the National Certificate in Recreation
and Sport (Core Skills) [Ref: 1710]. Candidates can also progress to other Skills Active
qualifications such as the National Certificate in Recreation and Sport (Level 4)
[Ref: 1712].
Replacement Information
This qualification replaced the National Certificate in Sport (Level 3) with strands in Event
Management, Sport Administration, and Team Management [Ref: 0446] and the National
Certificate in Community Recreation (Level 3) [Ref: 1289].

Award of NZQF National Qualifications
Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the
purpose of award. The table of mutually exclusive standards is provided on the New Zealand Qualifications

Reviewed standards that continue to recognise the same overall outcome are registered as new versions
and retain their identification number (ID). Any version of a standard with the same ID may be used to meet
qualification requirements that list the ID and/or that specify the past or current classification of the standard.

Transition Arrangements
Version 1 of the qualification was republished in March 2012 to correct the overarching
rule to read ‘40 credits at Level 3 or above’.
This qualification replaced the National Certificate in Sport (Level 3) with strands in Event
Management, Sport Administration, and Team Management [Ref: 0446] and the National
Certificate in Community Recreation (Level 3) [Ref: 1289].
Candidates currently enrolled in programmes or courses leading to the award of versions 1
or 2 of the National Certificate in Community Recreation (Level 3) [Ref: 1289], or version 4
of the National Certificate in Sport (Level 3) with strands in Event Management, Sport
Administration, and Team Management [Ref: 0446] may either complete the requirements
for those versions of the qualifications by 31 December 2012 or transfer to this
replacement qualification. However, the content of this replacement qualification and the
two replaced qualifications is significantly different.
The replaced National Certificate in Community Recreation (Level 3) [Ref: 1289] shares
the following standards in common with this replacement qualification: 376, 1304, 4864,
6896, 9681, 10791, 11097, and 13377.
The replaced National Certificate in Sport (Level 3) with strands in Event Management,
Sport Administration, and Team Management [Ref: 0446] shares the following standards
in common with this replacement qualification: 376, 1304, 3491, 4864, 9681, 10791, and
13377.

this qualification, people who have gained credit for the expiring standards are exempt
from the requirement to gain credit for the replacement standards – see table below.
