People credited with this unit standard are able to: explain the mandatory functions of a Tangata Kaitiaki/Tiaki associated with issuing of permits/authorisations; explain the mandatory functions of a Tangata Kaitiaki/Tiaki associated with customary management tools; and carry out the mandatory functions of a Tangata Kaitiaki/Tiaki. Explanatory notes 1 Definition Tangata Kaitiaki/Tiaki means any person appointed as Tangata Kaitiaki/Tiaki under Fisheries (Kaimoana Customary Fishing) Regulations 1998, and Fisheries (South Island Customary Fishing) Regulations 1999, being a member of the tangata whenua or tangata whenua organisation or their notified representative. 2 Legislation includes but is not limited to – Fisheries Act 1996 and associated regulations such as Fisheries (Kaimoana Customary Fishing) Regulations 1998, and Fisheries (South Island Customary Fishing) Regulations 1999. Evidence requirements 1.1 The explanation includes the responsibilities of Tangata Kaitiaki/Tiaki for issuing permits/authorisations in accordance with legislation. 1.2 The explanation includes the records required under legislation. Range 1.3 The explanation includes the information provided by the Ministry of Primary Industries (MPI), and how this can be utilised to assist the management of the fisheries in the rohe moana. Range 1.4 includes but is not limited to – individual Tangata Kaitiaki/Tiaki, collective group of Tangata Kaitiaki/Tiaki. The explanation includes the options for documenting the Quarterly Reports for the rohe moana. Range 1.7 Quarterly Report. The explanation includes the options for completing Quarterly Reports for the rohe moana. Range 1.6 may include but is not limited to – effort, method restrictions, survey. The explanation includes the information provided to MPI to assist in the management of the fisheries in the Tangata Kaitiaki/Tiaki’s rohe moana. Evidence requirements 2.1 The explanation includes the customary tools used as part of an overall management plan for the sustainability of the fisheries within a rohe moana, and the reasons for their use. Range 2.2 includes but is not limited to – Mātaitai Reserve, Taiapure, temporary closure. The explanation includes the procedures for making a Mātaitai Reserve application in accordance with legislation. Range rationale, criteria, application form, pre-consultation, consultation. Outcome 3 Carry out the mandatory functions of a Tangata Kaitiaki/Tiaki. Evidence requirements 3.1 Permits/authorisation forms are completed correctly in accordance with legislation. Range 3.2 five permits/authorisations. Permits/authorisations are issued in accordance with legislation. Range five permits/authorisations. 3.3 Accurate records are kept and stored in accordance with legislation. 3.4 Information provided by MPI is used to assist in the management of the fisheries in the Tangata Kaitiaki/Tiaki’s rohe moana. Range 3.5 may include but is not limited to – effort, method restrictions, survey. Information is provided to the MPI to assist in the management of the fisheries in the Tangata Kaitiaki/Tiaki’s rohe moana.
