People credited with this unit standard are able to: analyse options for self-employment; identify characteristics of small business enterprises; identify and assess new business opportunities; and evaluate assistance programmes and identify specialist services available for small business development. Evidence requirements 2.1 Features of owner participation in running of small business enterprises are distinguished. Range owner-operator, owner-manager, owner-director. 2.2 Commitments and responsibilities of owners and managers are identified. 2.3 Characteristics of successful small business managers are appraised. 2.4 Essential features of small businesses are identified in numerical terms. Range essential features – market share/sales volume, asset value, extent of independence from outside control. 2.5 Definitions of 'small' business are analysed and comparisons made of 'small' business criteria in New Zealand, Australia, United Kingdom, and the United States of America. 2.6 Failure factors are identified and analysed. Range 2.7 capital management, credit management, technical ability, market access and size, marketing/selling skills, management capability, business growth, personal life conflict. Criteria for evaluating success of small business operations are examined. Outcome 3 Identify and assess new business opportunities. Evidence requirements 3.1 A preliminary evaluation of the proposed business operation is produced. Range size and type of market segment, product range, sources of supply, physical facilities, essential services, financial resources, return on investment, staffing needs, technology requirements, legal/regulatory compliance, growth/replicability potential. 3.2 Opportunities for developing competitive advantage are analysed. 3.3 Initial risk factors are assessed. Range demand, competition, capability to provide produce/service at an economic and marketable price, level of capital required. Evidence requirements 4.1 Availability and types of government funded programmes are identified and evaluated. Range local government, central government, foreign government. 4.2 Conditions and benefits of employment assistance programmes are identified and assessed. 4.3 Services provided through trade, professional, and business associations are examined. 4.4 Specialist services are identified. Range 4.5 Sources and methods of access to general business information are identified. Range 4.6 Statistics New Zealand, library, commercial databases, publications. Commercial sources of business information are considered. Range 4.7 banking, insurance, accounting, marketing, legal, transport, government agencies. suppliers, exhibitions, displays, trade shows/fairs, product agents, competitors, other businesses. Education and training programmes relevant to small business operations are identified, including those relevant to quality personnel policies and practices.
