People credited with this unit standard are able to provide
navigational directions for planning; determine the ship's
position in relation to the plan; direct changes to navigational
planning and implementation; and monitor implementation of
navigational and passage plans; and direct responses to
navigational emergencies.

A centrally established and directed moderation system has
been established by the Maritime Qualifications New
Zealand (Inc).
special notes:
Information on ship’s movements, ports of call and berthing
facilities, sailing times and departures will be obtained from
shipping company, port authorities, stevedoring companies
and regulatory bodies.
Reports may be verbal or written.
System malfunctions affecting navigation may occur in the
main engine(s), steering, gyro or magnetic compasses,
bridge control or telegraph and electronic position fixing aids.

Rules, regulations and publications include: International
Conference on Regulation Training and Certification of
Seafarers, 1978, Chapter 2, 11/1 and 11/2; International
Convention for the Safety of Life at Sea; Safety of Life at Sea
(SOLAS) Resolution 1; International Regulations for
Preventing Collisions at Sea; International Code of Signals;
Bridge Procedure Guide; regulatory requirements of
countries whose territorial waters are crossed during voyage;
and bridge files.
Emergencies to the ship could include:: collision or imminent
collisions; stranding, fire, flooding; man overboard; dragging
anchor; systems failure affecting navigation; and foundering.

Provide navigational directions for planning.
performance criteria
1.1
The port(s) of call, sailing and arrival dates and any constraints on the passage
are determined from information obtained from the shipping company and
publications.
1.2
The officer responsible for co-ordinating the development of the ship’s passage
plan is briefed to ensure that the plan will meet the requirements specified by
the master and shipping company, and that its implementation will conform with
statutory requirements and accepted navigational principles and practices.
1.3
The ship’s passage plan is evaluated to ensure that it complies with the
requirements specified.

Determine the ship’s position in relation to plan
performance criteria
2.1
Progressive assessments of the ship’s navigational situation, based on
observation and feedback received from routine and non-routine reports, are
conducted to confirm that the activities undertaken by watchkeepers conform
with statutory and the owner’s requirements.
2.2
Decisions taken following the assessment of the navigational situation are
communicated clearly and concisely to the correct personnel for action.
2.3
Watchkeeping officers are encouraged to seek clarification and advice on the
navigation situation whenever a doubt exists as to the safety and well being of
the ship and all personnel on board.

Direct responses to emergencies.
performance criteria
3.1
Responses to system malfunctions affecting navigation, emergencies to the
ship and distress signals at sea are controlled to ensure that the resultant
action minimises adverse effects on the ship, all personnel on board or others
involved in the situation.
3.2
Response to emergencies complies with statutes, procedures and company
operating procedure.
