Purpose
People credited with this unit standard are able to: prepare for boat
commissioning; test and evaluate overall boat performance and the
performance of its systems; and hand over boats to clients.
This unit standard is applicable to people such as boatbuilders, surveyors,
project managers, and supervisors, who are required to commission overall
boat handling performance and coordinate the commissioning, by other
personnel, of individual boat systems.

The following applies to the performance of all elements of this unit standard:
All activities must comply with any policies, procedures, and requirements of the
organisation/s involved; the ethical codes of relevant professional bodies; and any
relevant legislative and/or regulatory requirements, which can include but are not
limited to the Health and Safety in Employment Act 1992, Resource Management Act
1991, Maritime Transport Act 1994, Fair Trading Act 1986, and the Consumer
Guarantees Act 1993, and subsequent and delegated legislation.

Elements and performance criteria
Element 1
Prepare for boat commissioning.
Performance criteria
1.1
Commissioning criteria relating to overall boat performance are established to
clients' and/or manufacturer’s and/or regulatory requirements.
1.2
Schedule of commissioning activities enables the overall boat performance and
the performance of its systems to be evaluated against agreed commissioning
criteria through a full range of agreed contexts and without interference between
the commissioning of different boat systems.
1.3
Own commissioning plan is coordinated with personnel commissioning boat
systems so that commissioning activities do not interfere with each other.
1.4
Preparations for sea trials meet contractual requirements and regulatory
requirements for safe ship management.
Element 2
Test and evaluate overall boat performance and the performance of its systems.
Performance criteria
2.1
Equipment is operated in accordance with manufacturer’s instructions and
recommendations.
2.2
Tests are carried out in accordance with the commissioning plan and
manufacturers’ warranty requirements, and in contractually-agreed weather and
sea conditions.
2.3
Monitoring of the commissioning of boat systems enables the requirements of
the commissioning plan to be achieved.
2.4
Sea trials are managed in accordance with contractual requirements, and
regulatory requirements for safe ship management.

Element 3
Hand over boats to clients.
Performance criteria
3.1
All the agreed commissioning criteria are fully reported.
Range
criteria relating to overall boat performance and the performance
of any systems being commissioned concurrently.
3.2
Any work required to meet the agreed commissioning criteria is reported in
quantified terms.
3.3
Reports are documented in accordance with contractual and/or regulatory
requirements.
Please note
Providers must be accredited by NZQA, or an inter-institutional body with delegated
authority for quality assurance, before they can report credits from assessment against
unit standards or deliver courses of study leading to that assessment.
Industry Training Organisations must be accredited by NZQA before they can register
credits from assessment against unit standards.
Accredited providers and Industry Training Organisations assessing against unit standards
must engage with the moderation system that applies to those standards.
Accreditation requirements and an outline of the moderation system that applies to this
standard are outlined in the Accreditation and Moderation Action Plan (AMAP). The
AMAP also includes useful information about special requirements for organisations
wishing to develop education and training programmes, such as minimum qualifications for
tutors and assessors, and special resource requirements.
