Purpose
This qualification is designed to recognise the skills and knowledge required of people who
officiate at sport competitions below elite level. Certificate holders are able to apply their
knowledge and skills to familiar and new situations in sport competitions. Each holder of
this certificate will be able to apply the specific skills of umpiring and officiating to their
chosen sport code.
This qualification recognises the specific skills of the official, including applying knowledge
of: sport rules and regulations; obligations, responsibilities, and duties; communication;
conflict management; managing personal stress, completing pre-competition preparations,
and reviewing personal performance.
The qualification also aligns with the ‘Calling the Game’ Framework developed by Sport
and Recreation New Zealand (SPARC) in the outcome statements and evidence
requirements of the standards included in the qualification.
This qualification builds on the National Certificate in Sport (Level 2) [Ref: 0493].

Requirements for Award of Qualification
Award of NZQF National Qualifications
Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the
purpose of award. The table of mutually exclusive standards is provided on the New Zealand Qualifications
Authority (NZQA) website: http://www.nzqa.govt.nz/qualifications-standards/standards/standards-exclusionlist/.
Reviewed standards that continue to recognise the same overall outcome are registered as new versions
and retain their identification number (ID). Any version of a standard with the same ID may be used to meet
qualification requirements that list the ID and/or that specify the past or current classification of the standard.
