People credited with this unit standard are able to: describe the organisation’s structure and wider context in which it operates; identify the organisation’s literacy and numeracy requirements; prepare and undertake assessment of the literacy and numeracy skills of the organisation’s personnel ; and prepare and present a written report on the organisation’s needs analysis. Explanatory notes 1 For the purposes of this unit standard, adult literacy and numeracy education includes design, delivery, assessment, and evaluation. 2 Learning Progressions for Adult Literacy and Numeracy (Tertiary Education Commission, 2008) and supporting professional development resources should be referred to within the context of this unit standard. 3 All activities associated with this unit standard must comply with the provisions of relevant legislation, including but not necessarily limited to: Human Rights Act 1993, Privacy Act 1993, and, where appropriate, Health and Safety in Employment Act 1992. Stakeholders may include but are not limited to – learner, whānau, hāpu, iwi, organisations, private training providers, industry training organisations, unions, employers, standard setting body, tertiary education institutions. 5 Definitions Literacy and numeracy task analysis refers to an analysis of relevant organisational tasks and processes and the literacy skills required to carry out those tasks and processes. Personnel refers to the people whose literacy and numeracy skills are being assessed by the candidate. The term learner is not used because this unit standard covers the stage prior to implementation of an organisational literacy and numeracy programme. Candidate refers to the person who is undertaking assessment against this unit standard. Stakeholders refer to both internal and external people who are involved in the organisation and have an interest in the literacy and numeracy levels of the personnel. Wider context refers to the environment in which the organisation is situated, and may include geographic, demographic, economic, social, and cultural factors. Organisational requirements refer to the establishment’s policies and guidelines, including but are not limited to – the use of language, copyright, content and structures, administration structures. Outcomes and evidence requirements Outcome 1 Describe the organisation’s structure and wider context in which it operates. Evidence requirements 1.1 Description includes a discussion of the organisation’s structure and processes as they relate to literacy and numeracy. 1.2 Description includes a discussion of the wider context within which the organisation functions as it relates to literacy and numeracy. Outcome 2 Identify the organisation’s literacy and numeracy requirements. Evidence requirements 2.1 Identification process incorporates literacy and numeracy task analysis which includes observations and interviews with organisational personnel and other stakeholders. 2.2 Identification process includes analysis of the organisation’s communication systems and documentation. Range may include but is not limited to – mapping against the Learning Progressions for Adult Literacy and Numeracy. Outcome 3 Prepare assessment tasks to assess the literacy and numeracy skills of the organisation’s personnel. Evidence requirements 3.1 Assessment tasks are based on results of task analysis and related to identified present and future literacy and numeracy requirements of the organisation’s personnel. 3.2 Assessment tasks are contextualised to the organisation. 3.3 Assessment tasks meet the needs of the organisation. Outcome 4 Undertake assessment of the literacy and numeracy skills of the organisation’s personnel. Evidence requirements 4.1 Assessment process includes selection of a sample group in consultation with the organisation’s managers and other relevant stakeholders. 4.2 Assessment process includes scheduling to meet organisational needs. 4.3 Assessment process includes arranging assessment venue and resources, and ensuring the health and safety of those being assessed. 4.4 Assessment process includes undertaking assessment and recording results, taking into account issues that are confidential to those being assessed. Outcome 5 Prepare and present a written report on the organisation’s needs analysis. Evidence requirements 5.1 Written report includes the results of the literacy and numeracy task analysis. NZQA National Qualifications Services SSB Code 130301 New Zealand Qualifications Authority 2016 NZQA registered unit standard 21201 version 3 Page 4 of 5 5.2 Report includes analysis of the organisation’s communication systems and documentation and any identified barriers. 5.3 Report maintains confidentiality of individuals’ issues and records. 5.4 Reporting process includes analysis of assessment results. 5.5 Report includes recommendations for literacy and numeracy interventions that meet organisational requirements and relate to results of the task analysis and assessments. 5.6 Report is presented and discussed with organisational representatives in accordance with organisational requirements.
