This qualification has been reviewed. The last date to meet the requirements is 31

Transition Arrangements
This qualification, the National Certificate in Drilling - Non-hydrocarbon (Senior Driller)
(Level 4) with an optional strand in Water Well [Ref: 1333], the National Diploma in Drilling
– Non-hydrocarbon (Driller Supervisor) (Level 5) [Ref: 1334], and the National Diploma in
Drilling – Hydrocarbon (Rig Manager, Tool Pusher) (Level 5) with strands in Off Shore
Drilling, and On Shore Drilling [Ref: 1338] have been reviewed and replaced by the
New Zealand Certificate in Drilling (Level 5) [Ref: 2623].
The last date for entry into training programmes or courses leading to this qualification is
31 December 2015. The last date of assessment for the replaced qualification is 31
December 2018.
People working towards the replaced qualification must complete its requirements or
transfer to a programme of study or training leading to its replacement by 31 December
2018.
It is anticipated that no existing candidates will be disadvantaged by these transition
arrangements. However, anyone who feels that they have been disadvantaged may
appeal to MITO at the address below. Appeals will be considered on a case by case
basis.

Purpose
The National Certificate in Drilling - Hydrocarbon (Driller) (Level 4) with strands in Off
Shore Drilling, and On Shore Drilling, recognises the skills of an experienced senior driller
at an oil or gas drilling operation. The holder of the qualification is able to perform tasks
involving a broad range of varied activities most of which are complex and non-routine.
They are responsible for the quantity and quality of the output of others and contribute to
the development of technical solutions to non-routine problems.
This qualification has a core component of essential skills required to work at a
hydrocarbon drilling operation related to maintaining standard procedures and safe
working practices; rigging up; conducting drilling operations; performing drilling
calculations and reporting; carrying out well control and blowout prevention; participating in
nippling-up and pressure tests; maintaining drilling rig communications systems; managing
equipment maintenance; maintaining personnel management systems; participating in,
leading and facilitating work teams in a hydrocarbon drilling environment; and managing
non-routine, complex technical situations in a non-hydrocarbon drilling environment. A
small core elective that recognises a variety of skill sets is required due to the diversity of
drilling environments.
The strands in Off Shore Drilling, and On Shore Drilling, provide opportunities for
specialisation. The Off Shore Drilling strand recognises skills in conducting pre-spud
operations in a hydrocarbon drilling environment. The On Shore Drilling strand recognises
skills in shutting down rigs and coordinating air drilling operations in a hydrocarbon drilling
environment. There is an optional standard in this qualification, however, it is not required
to achieve the qualification but may be required in some employment contexts.
This qualification includes Australian competency standards that are part of the DRT03
Drilling Training Package – Certificate 1V in Drilling. The New Zealand Extractive
Industries Training Organisation has endorsed these standards.
This qualification is part of a pathway, which begins with the National Certificate in Drilling
- Hydrocarbon (Floorman) (Level 2) with strands in Off Shore Drilling, and On Shore
Drilling [Ref: 1335], and continues with the National Certificate in Drilling - Hydrocarbon
(Derrickman) (Level 3) with strands in Off Shore Drilling, and On Shore Drilling [Ref: 1336],
culminating in the National Diploma in Drilling - Hydrocarbon (Rig Manager, Tool Pusher)
(Level 5) with strands in Off Shore Drilling, and On Shore Drilling [Ref: 1338].
