Strategic purpose statement
The purpose of this qualification is to provide all sectors of the
drilling industry with people who have the required core skills and
knowledge to work as a Driller under broad guidance.
This qualification has been designed to be relevant to all sectors
within the drilling industry. It has been made flexible to allow
study or training to take place within a variety of drilling
environments.
Graduates will be qualified in the drilling environment in which
they studied or trained.

hole condition, and respond to down hole problems in a
drilling environment.
Move drill rig and associated equipment to safely meet
workplace requirements.
Interpret and apply client/contract specifications to safely
meet operational targets.
Provide mentoring and on-job training to drill crew.
Communicate with clients, internal staff and the general
public as required to meet relevant workplace policies and
procedures.
Lead reporting on drilling operations.

Education pathway
This certificate builds on the New Zealand Certificate in Drilling
(Level 3) [Ref: 2621], and can lead to the New Zealand
Certificate in Drilling (Level 5) {Ref: 2623].
This qualification is intended to allow equivalency with the
Certificate III drilling qualifications within the Australian
Resources and Infrastructure Industry Training Package (RII09),
ie:

RII32009 Certificate III in Drilling Oil/Gas (On shore)
RII31809 Certificate III in Drilling Operations
RII31909 Certificate III in Drilling Oil/Gas (Off shore).
Holders of this certificate are able to work as a Driller within the
drilling environment that their programme of study or industry
training programme was completed.
Qualification specifications
Qualification award
This qualification may be awarded by the NZ Motor Industry
Training Organisation (Inc) as the qualification developer
and the industry training organisation arranging training
leading to the qualification under section 5 of the Industry
Training and Apprenticeships Act 1992.
This qualification may also be awarded by an education
organisation accredited under section 250 of the Education
Act 1989 to deliver an approved programme leading to this
qualification.
The formal document certifying the award of this qualification
will display the NZQF logo and may also include the name
and/or logo of the awarding education organisation.

demonstration of effective processes to identify changes
in industry practice and training requirements. For
example, meeting minutes from industry advisory groups
any other evidence, including workplace evidence, that
shows how the graduate outcomes are being met.
Education organisations must have policies and procedures
in place for managing credit transfer, and assessing
recognition of prior learning and recognition of current
competency. These policies and procedures, and

information about associated fees, must be available to the
candidate prior to enrolment.
To facilitate credit transfer, education organisations must
clearly demonstrate the equivalency or comparability
between each of the outcomes in the graduate profile, and
the assessment components of their programmes.

The minimum standard of achievement required for award of
the qualification will be the achievement of all graduate
outcomes in the graduate profile through successful
completion of an NZQA-approved programme.

structure
To support equivalency with relevant drilling qualifications within the
Australian Resources and Infrastructure Industry Training Package
(RII09), programmes should be aligned to the required Australian
Units of Competency for each Training Package qualification. This
can be achieved through use of listed New Zealand coversheet unit
standards linked to Australian Units of Competency, or through use of
equivalent New Zealand assessment standards.
Conditions for programme
context
To achieve the New Zealand Certificate in Drilling (Level 4) graduates
will complete programmes of study or industry training programmes
that are specific to their drilling environment.
Programmes must reflect the specific drilling environment that the
trainee is operating in, or intending to operate in.

This qualification replaced the National Certificate in Drilling – Nonhydrocarbon (Driller) (Level 3) with optional strands in
Environmental/Geotechnical, and Water Well [Ref: 1332] and the National
Certificate in Drilling – Hydrocarbon (Derrickman) (Level 3) with strands in
Off Shore Drilling, and On Shore Drilling [Ref: 1336].
People currently working towards either of the replaced qualifications must complete its requirements, or
transfer to a programme of study or training leading to this qualification, by 31 December 2018.
