Strategic purpose statement
The purpose of this qualification is to provide organisations with
individuals who have the knowledge and skills to commission,
understand and apply resource efficiency evaluations to improve
productivity, and contribute to sustainable economic
development.
Learners will benefit by having a qualification which recognises
resource efficiency management skills and knowledge to enable
improved job performance and a credential to enhance
employment opportunities.
Organisations will benefit by having managers and supervisors
with the skills and knowledge to successfully commission,
understand and apply resource efficiency evaluations to improve
productivity, and contribute to sustainable economic
development.
This qualification is targeted at people working in management or
supervisory roles with responsibility for decision-making for
resource efficiency initiatives.
Graduates will be working in a management or supervisory
capacity, and will be capable of commissioning, interpreting and
using resource efficiency evaluations to improve productivity, and
contribute to sustainable economic development within an
organisation.

Graduates of this qualification will be able to:

Apply resource efficiency principles, technologies and
processes to scope requirements for resource efficiency
audits and assessments, and commission appropriate
resource efficiency practitioners to undertake them.

Analyse the results and recommendations from audits and
assessments and use them to determine a resource
efficiency programme for an organization.

Education pathway
Manage the implementation, integration and evaluation of the
resource efficiency programme.
This certificate can follow on from the New Zealand Certificate in
Resource Efficiency Practice (Level 4) [Ref: 1920], or can be an
entry point for qualifications in resource efficiency.
This certificate has some similarities with the New Zealand
Diploma in Resource Efficiency (Level 6) [Ref: 1921]. It is also
designed to complement business related qualifications.
Graduates of this qualification may also progress to higher
education in resource efficiency science and/or management.
Employment pathway
Graduates are able to make informed resource efficiency
decisions within their work roles, which may include
environmental managers, facility managers, operations
managers, or project managers.
Qualification specifications
Qualification award
This qualification may be awarded by the NZ Motor Industry
Training Organisation (Inc) as the qualification developer and the
industry training organisation arranging training leading to the
qualification under section 5 of the Industry Training Act 1992.
This qualification may also be awarded by an education
organisation accredited under section 250 of the Education Act
1989 to deliver an approved programme leading to this
qualification.
The formal document certifying the award of this qualification will
display the NZQF logo and may also include the name and/or
logo of the awarding education organisation.
Evidence requirements for
managing consistency
Tertiary Education Organisations (TEOs) will supply evidence
that demonstrates how the graduate
outcomes are being met. Evidence should include:

–
surveys of graduates and employers which determine
how well graduates are meeting the graduate outcomes
in the workplace
–
any feedback from major industry associations
demonstrating how well graduates are meeting their
members’ needs
–
evidence of monitoring to ensure changes in industry
practice are identified and incorporated in to training
requirements
–
workplace evidence that shows how the graduate
outcomes are being met
–
any other relevant evidence

Credit transfer and recognition of
prior learning arrangements
Education organisations must have policies and procedures in
place for managing credit transfer, and assessing recognition of
prior learning and recognition of current competency. These
policies and procedures, and information about associated fees,
must be available to the candidate prior to enrolment.
To facilitate credit transfer, education organisations must clearly
demonstrate the equivalency or comparability between each of
the outcomes in the graduate profile, and the assessment
components of their programmes.
Minimum standard of

The minimum standard of achievement required for award of the
qualification will be the achievement of all graduate outcomes in
the graduate profile through successful completion of an NZQA
approved programme.

Replacement information
This qualification replaced the National Certificate in Resource Efficiency
(Management) (Level 6) [Ref: 1673].
People currently working towards the replaced qualification must complete its requirements, or transfer to
a programme of study or training leading to this qualification, by 31 December 2015.
