Purpose
The National Diploma in Aviation (Regulatory Oversight and Governance) [Ref: 1637] is
designed to improve the understanding of the role and function of an Aviation Regulator,
and the principles and application of regulatory oversight and governance in the aviation
industry. The qualification is aimed at people working in the aviation industry who work:
with, or as, an Aviation Regulator; or in the field of regulatory compliance in an aviation
organisation; or at a Board, Executive, or senior management level in an aviation
organisation.
The qualification comprises compulsory and elective standards. The compulsory section
introduces the concepts and function of governance, which primarily comprises of
regulatory oversight, quality management, and safety management knowledge and skills.
The elective sections allow candidates to select standards relevant to their workplace and
career direction. The standards focus on the skills and knowledge required by an Aviation
Regulator including safety assurance, risk management, audit, strategic planning,
regulatory compliance, and the principles and techniques of regulatory oversight, in
aviation.
People holding this qualification will have an appreciation of the role and function of
governance and how to implement an effective governance framework. They will be able
to conduct regulatory activities or ensure regulatory compliance in the aviation industry.
People who have met the requirements of this qualification will also have achieved credits
towards the award of the National Diploma in Aviation (Safety Management Systems)
[Ref: 1639], with which it shares credits in common. People with this qualification may
also choose to undertake study towards the National Diploma in Aviation (Risk
Management) [Ref: 1638].
Special Notes
It is recommended that candidates should be able to draw on present or recent
experiences regarding regulatory oversight and governance.
It is recommended that candidates possess basic word processing skills and knowledge of
the New Zealand aviation industry.

Award of NZQF National Qualifications
Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the
purpose of award. The table of mutually exclusive standards is provided on the New Zealand Qualifications

Reviewed standards that continue to recognise the same overall outcome are registered as new versions
and retain their identification number (ID). Any version of a standard with the same ID may be used to meet
qualification requirements that list the ID and/or that specify the past or current classification of the standard.

Providers and Industry Training Organisations must be granted consent to assess by a recognised Quality
Assurance Body before they can register credits from assessment against standards. Organisation with
consent to assess and Industry Training Organisations assessing against standards must engage with the
