Summary
Following an independent review of the industry, an Industry Advisory Group was
established in 2008 to review the National Certificate in Sport (Umpiring and Officiating)
(Level 3) [Ref: 0445]. The qualification was not servicing its intended market for a number
of reasons, including the fact that few of the 17 unit standards in the qualification are
directly applicable to the sports officiating environment. The advisory group decided that
the existing unit standards needed to be redeveloped to meet the needs of industry before
the qualification could be reviewed.
The review resulted in the incorporation of the Sport and Recreation Commission’s
(SPARC) ‘Calling the Game’ Framework (the national framework for developing sports
officials) into unit standards and the development of new unit standards to better meet
industry’s needs.
The review process included the opportunity for industry and public to feedback via the
Skills Active Aotearoa website. This feedback then informed the development of these
unit standards.
Main changes
 Six new unit standards were developed.
 Unit standard 4887 was designated category D expiring.
 Unit standards 4879, 21640, 21642, 21643 and 20674 were replaced by new unit
standards.
 Titles for unit standards 21639 and 21644 were amended to better reflect their content.
 The unit standards were transferred to AMAP 0099.
Category C and D unit standards will expire at the end of December 2011
