Strategic purpose statement
This qualification is for people wanting to gain entry-level skills
and knowledge of the fashion industry.
The fashion industry and creative and cultural sector in Aotearoa
New Zealand will benefit by having people trained in fashion to
support operations.
Graduates will be able to apply introductory skills and knowledge
of fashion to assist in areas such as design, styling,
retail/merchandising, and basic garment construction.

Graduates of this qualification will be able to:
- Understand the fashion supply chain internationally and
locally.
- Identify and describe potential pathways within fashion.
Apply basic technical skills and knowledge when
producing fashion items.
- Communicate fashion design concepts to internal and
external stakeholders.
- Apply knowledge of fashion marketing when liaising with
internal and external stakeholders.
The qualification provides a pathway from the following:
- National Certificate in Educational Achievement (NCEA)
Level 2 [Ref: 0973], or Level 3 [Ref: 1039]
- New Zealand Certificate in Arts and Design (Level 3) [Ref:
2626]
Graduates of this qualification may wish to undertake further
tertiary study at diploma or degree level in the creative arts field
including the New Zealand Diploma in Fashion (Level 5) [Ref:
2641] and the New Zealand Diploma in Fashion Design (Level
6) [Ref: 2640].
Graduates of this qualification will have the skills and knowledge
for employment at an entry level within the fashion industry or
other creative industries.

Qualification award
This qualification may be awarded by any education
organisation accredited under section 250 of the Education Act
1989 to deliver a programme leading to the award of this
qualification.
The formal document certifying the award of this qualification
will display the New Zealand Qualifications Framework (NZQF)
logo and may also include the name or logo of the qualification
developer and/or the awarding body.
Evidence requirement for
assuring consistency
All tertiary education organisations (TEOs) either arranging
training or delivering programmes that lead to the award of the
qualification are required to participate with the qualification
developer in a scheduled consistency process, in accordance
with published national guidelines.
This will involve reviewing evidence associated with graduates’
achievement of outcomes, establishing a periodic cycle for a
review focus for the external consistency review, and agreeing
acceptable standards and/or benchmarks for qualification
outcome achievement, and areas for improvement.

General conditions for the programme leading to the qualification
General conditions for
programme
The programme design, including assessment, must reflect the
interconnectedness of graduate outcomes and the norms of
fashion industry practices.
Programmes may be developed based on Māori principles and
values, and are intended to enable Wānanga to meet obligations
under the Education Act (1989, section 162(4)(b)(iv)).
All demonstration of graduate profile outcomes must be in
accordance with the relevant legislation, including:

Health and Safety in Employment Act 1992.
Hazardous Substances and New Organisms Act 1996.
Education organisations offering programmes leading to this
qualification must maintain currency with amendments to, and
replacement of, relevant legislation, regulations, rules and
Australian/New Zealand Standards.

Basic technical skills may include: drawing, pattern making,
construction techniques, software, quality control.
Basic knowledge must include textile terminology, fibres and
properties.
Design concepts will be communicated through written, visual
and/or oral presentations, and will be informed by investigation.
Demonstrate an awareness of the implications of the Treaty of
Waitangi for fashion in Aotearoa New Zealand.
Application will involve any form of activity that demonstrates
understanding of fashion marketing.
Fashion marketing contexts may include merchandising,
retailing, static displays, presentation, and exhibitions.
