The Securities & Exchange Commission of Pakistan invites tenders from well
established & well reputed Tax registered firms for the upgrade of “Washrooms &
Walkways” on 1st floor at Islamabad Company Registration Office (CRO). Washrooms
need to be upgraded to Executive Level. Firms must visit construction site and prepare
a layout plan to be submitted with technical along with details of materials and fixtures
to be used. Tenders will be evaluated on technical & financial grounds.
Firms must submit tenders in sealed envelopes clearly marked “Tender for
Renovation of Washrooms & Walkways”
Vendors may visit construction site by appointment during office hours Mon-Fri (9:00 am
to 5:00pm by calling 051 920 8740). General information about requirements and terms

www.secp.gov.pk/procurment.asp. Last date for submission of tenders is Wednesday,
December 5, 2012, till 11:00 a.m. and these will be opened on the same day at 11:30
am.
The Commission reserves the right to accept or reject any or all tenders.
Sealed bids may be dropped in the tender box placed at ground floor of NIC building or
sent through courier ant the address given below.

TERMS & CONDITIONS FOR RENOVTION OF WASHROOMS AND WALKWAYS
1. The interested bidders should submit a single package containing two separate sealed
envelopes. One envelope should contain the “Technical Proposal” and the other should
contain the financial proposal. The Envelopes should be clearly marked “Technical
Proposal and Financial Proposal”.
2. At the top left corner of the sealed package it should be clearly stated “SECP TENDER
FOR RENOVATION OF WASHROOMS & WALKWAYS.
3. Tender should be accompanied with earnest money (refundable) for an amount of 5% of
the total quoted price ( Inclusive of GST if applicable) in the form of a pay order,
demand draft/ Company’s account cheque or an unconditional guarantee from a
reputable financial institution valid for not less than 60 days in favor of Securities and
Exchange Commission of Pakistan. Earnest money deposited by unsuccessful bidders
shall be refunded within 30-days.
4. Tender without earnest money will not be entertained and will be rejected straightway.
The equipment supplied must be duty paid in respect of all applied duties and taxes.
5. All offers should be valid for 60 calendar days from the date of opening of tenders.
6. The Tender should reach SECP by 11:00 am on Wednesday, December 5, 2012, and
will be opened the same day at 11:30 am in the presence of authorized representatives
of bidders who may wish to be present.
7. Proof of company as legal entity and affidavit that the company is not black listed by any
organization must be presented with the bids.
8. Firm’s valid registration with income tax/sales department along with copy of certificates
should be provided with tender.
9. Clientele list with details of recent projects completed shall be provided.
10. Time of completion of the project will start from issuance date of work order.
11. The short listed vendor will be bound to start work within one week of work order and
also provide a work schedule of start and completion dates and the order in which work
will be done on each floor.
Terms of Reference (TOR’s)
Renovation of Washrooms and Walkways in Company Registration Office, Islamabad:
Address: Company Registration Office is located on the first floor of State Life Building No. 7,
in Blue Area, Islamabad.
Contractors must visit site and prepare a layout plan for proposed renovation; also include a Bill
of Quantity (BOQ), including brand/quality of the items being used for renovation in your
technical proposal.
To visit site please coordinate with Mr. Mohammad Qasim at Company Registration Office
(CRO) Islamabad. His telephone number is 051 920 8740.
The Task
Washrooms in CRO Islamabad are in poor condition and will need a complete renovation.
Washrooms
Company Registration office has three washrooms; two for staff and one for executives.
Washrooms have to be completely renovated. Walls will be tiled to present a neat clean look.
Walls should be tiled in each washroom to a minimum height of 5 feet. Approximate
measurements are as follows.
5’-0” x 12 (3) = 180 Sq. feet
5’-0” x 8’ (3) = 120 Sq. feet
Approximate area of Washrooms to be renovated is as follows:
Large Washroom: L x W in square feet [12’ x 12’] =
144 sq. feet
Small Washroom: L x W in square feet (7’x 6’.8”) = 46 sq. feet

OTHER SPECIAL FEATURES OF WASHROOMS THAT MUST BE CONSIDERED
WHEN PREPARING BIDS:

Electric Geyser with at least 25- gallons capacity

Exhaust fan that expels air to the
washrooms

Air conditioning vents will be installed

Wall mounted bracket fans will be installed in large & small washrooms (appropriate
size) to help with drying and air circulation.

Electric Hand –dryers will be installed in all washrooms (Optional)

Tiles will be replaced on each washroom and walkways floor as needed. Only high
quality tiles will be installed.

All fixtures and attachments to be upgraded to executive level.

Toilets to be installed shall be of best quality, matching or in contrast with the color
scheme on the walls. Toilets must be of appropriate Maximum Height available, with
large oval shaped bowls that allow for comfortable use of the Muslim shower.

Sink will be executive level and deep and wide enough with hot & cold water mixers, set
in handsome cabinets so as to present an executive and neat finished look.

All other items such as Muslim Showers, Mirrors, and dispensers will be of the highest
quality.

Kitchen
A new open Kitchen is to be built along the walkway leading up to the Washrooms. The
following is to be noted:





A counter for making tea and heating up food and washing dishes.
A deep stainless steel sink with running hot and cold water will be installed.
Gas cooking range with exhaust will be installed
Kitchen counter will be covered with one piece Granite Slab.
At least four wooden cabinets with locks will be installed.
Approximate area for the Kitchen is Lx W in square feet [7’ x 4’] = 28 square feet.

Walkways
Walkways adjacent to the washroom entrances that lead from the floor lobby area presently
covered with Marble will be tiled. Tiles will be installed on top of existing marble already
installed.
Approximate measurement for walkways is as follows:
Walkways area East for tile work: L x W in square feet (38’-0 x 7’-6”)
Walkways area West for tile work: L x W in square feet (19’-6” x 6’-0)
Walkways area West for tile work: L x W in square feet (11’-0 x 6’-6”)
Paint:
Highest quality oil paint will be used on walls in all Washrooms and walkways. Color scheme
must match fixtures installed.
