COLLEGE MINUTES FOR DISCUSSION
College of Education #10
Included in these minutes is new course, LTIC 701, and a course revision with proposed language
for LTCY 586: “S/U grading may be used.” Changnon reported that issue of S/U grading was
discussed at the last Graduate Council meeting and it was decided to send that issue to the
Standards Committee for them to formulate a policy on this issue. Discussion followed regarding
the use of “may” in the proposed language for LTCY 586. Giordano reported that it was never the
intent of the college to imply that any other grading system other than S/U could be used for this
course, but others disagreed. Bond stated that he would prefer to let the Graduate Council make
the decision about a policy, then contact departments for the courses that they would like to teach
as S/U grading. Goehring made a motion, seconded by Giordano, to ACCEPT THE
GRADUATE-LEVEL CURRICULAR ITEMS IN COLLEGE OF EDUCATION # 10 (2/3/09)
PENDING GRADUATE COUNCIL DECISION ON S/U GRADING AND CITC APPROVAL.
Motion passed unanimously.
College of Education #12
Changnon pointed out new courses and certificate of graduate study in Medical Family Therapy.
This proposal was also sent through the College of Health and Human Sciences and the GCCC
approved those minutes at the last meeting. It was noted that a certificate requiring 18 or more
hours may be listed with the Illinois Board of Higher Education (IBHE) and it was clarified that a
certificate does not go to the Board of Trustees (BOT) for further approval. Zittel made a motion,
seconded by Cosenza to ACCEPT THE GRADUATE-LEVEL CURRICULAR ITEMS IN
COLLEGE OF EDUCATION # 12 (3/3/09). Motion passed unanimously.
College of Education #13
Changnon pointed out the new courses and the fact that these courses address the need to have
student teaching courses for graduate students seeking initial teacher certification for financial aid
purposes. Zittel clarified that students need hands-on experience and/or clinical observation hours
before student teaching. Linner asked about the difference between the course descriptions for
TLEC 582 and ELEC 583 where one states that a minimum of 30-clock hours per credit hour are
required and the other states that just a minimum of 60 clock hours are required. For the latter
description, the clock hours are not tied in to the credit hours specifically. Smith will ask the
college for clarification. Cosenza made a motion, seconded by Giordano, to ACCEPT THE

In these minutes is a new certificate of graduate studies in Advanced Qualitative Methodology in
Education. It was clarified that there were no new courses associated with the certificate and that
there is plenty of qualified faculty to deliver the program. Blankenship asked about the workshop
and is the reason it has to be approved through an adviser to ensure the topic fits. Giordano stated

that she was unsure of the reasoning for the wording of that elective. There are also three new
courses to offer student teaching for graduate students seeking initial certification. Giordano made
a motion, seconded by Cosenza, to ACCEPT THE GRADUATE-LEVEL CURRICULAR ITEMS
IN COLLEGE OF EDUCATION # 14 (3/31/09) PENDING CITC APPROVAL. Motion passed
unanimously.
College of Health and Human Science #9
Changnon pointed out language in the course revision for FCNS 618, “S/U grading may be used.”

CURRICULAR ITEMS IN COLLEGE OF HEALTH AND HUMAN SCIENCES #9 (3/6/09)

College of Health and Human Science #10
Pritchard was in attendance to address the proposal for the Certificate of Graduate Studies in
Oncology Nurse Practitioner. She explained that this post-master’s certificate will be associate
with the the NIU Proton Treatment and Research Center. Bond asked about the start date and
Pritchard responded that they would like to recruit students in time with the 2010-11 catalog.
Changnon reminded committee members that they discussed a similar certificate, Medical Family
Therapy, at the last meeting. Giordano asked about faculty and Pritchard stated that there are
faculty with some expertise to teach some of the courses, but also new faculty will have to be
hired. She reiterated that this is part of the Proton Treatment and Research Center. It was also
noted that it is the intent of the university for that facility to become self-sustaining in a few years.
Cosenza made a motion, seconded by Zittel, to ACCEPT THE GRADUATE-LEVEL
CURRICULAR ITEMS IN COLLEGE OF HEALTH AND HUMAN SCIENCES #10 (3/20/09).
Motion passed unanimously.
College of Liberal Arts and Science #11
New courses were pointed out. It was clarified that a student could earn up to 12 semester hours in
a student teaching course. The new courses in Geology are for the proposed Master of Science in
Teaching with Specialization in Geosciences Education. The issue of nonduplication of these
courses was discussed. Bond stated that these courses were formerly taught as a workshop under a
National Science Foundation (NSF) grant. It was noted that the department has indicated that
these courses do not duplicate other courses. Giordano felt that for GEOL 613 and GEOL 614
they should have contacted several departments in the College of Education, namely Educational
Technology, Research and Assessment (for “inquiry methodologies”); Leadership, Educational
Psychology and Foundations (specifically educational psychology for “identity development”); and
Literacy. Giordano made a motion, seconded by Blankenship, to ACCEPT THE GRADUATELEVEL CURRICULAR ITEMS IN COLLEGE OF LIBERAL ARTS AND SCIENCES #11
(3/18/09) PENDING VERIFICATION OF NONDUPLICATION FROM THE THREE

New course ART 658 was pointed out. It was also noted that this is an update of the course
initially proposed in CVPA #1 (see Old Business). The college worked with the Department of
Anthropology and any duplication issues have been resolved. Goehring made a motion, seconded
by Blankenship, to ACCEPT THE GRADUATE-LEVEL CURRICULAR ITEMS IN COLLEGE
OF VISUAL AND PERFORMING ARTS #5 (2/6/09). Motion passed unanimously.
College of Visual and Performing Arts #6
Cosenza reported that the School of Music has met with the Department of Educational
Technology, Research and Assessment (ETRA) on duplication issues. She added that she didn’t
think there would be a problem with the graduate course, however, the information sent to ETRA
on the graduate wasn’t entirely accurate and a new proposal has been sent. She asked that the
GCCC table the course at this time. Goehring made a motion, seconded by Zittel, to TABLE THE
GRADUATE-LEVEL CURRICULAR ITEMS IN COLLEGE OF VISUAL AND
PERFORMING ARTS #6 (2/13/09). Motion passed unanimously.
College of Visual and Performing Arts #8
New courses were pointed out and it was noted that these are student teaching courses for graduate
students seeking initial teacher certification. Goehring made a motion, seconded by Zittel, to
ACCEPT THE GRADUATE-LEVEL CURRICULAR ITEMS IN COLLEGE OF VISUAL AND
PERFORMING ARTS #8 (3/20/09). Motion passed unanimously.
OLD BUSINESS
CEDU #7
CAHA 798 was tabled for reconsideration of the wording “This course may be graded on an S/U
or regular grade basis.” It was decided to leave this item on the table pending any policy from the
Graduate School on S/U grading.
CEDU #9
ETR 505X was tabled. Parallel proposal from CHHS is needed. ETT 590 and ETT 592 were
tabled for further discussion on S/U and/or regular grading. It was noted that there still is no
parallel proposal from CHHS for ETR 505X, and ETT 590 and ETT 592 will remain on the table
pending any policy from the Graduate School on S/U grading.
CVPA #1
New course ART 658 was tabled pending verification of nonduplication from the Department of
Anthropology. New proposal was received and accepted under CVPA #5 above. This item can be
removed from Old Business.

NEW BUSINESS
Election of 2009-10 chair. It was determined that none of the GCCC members present are slated
to be members of the 2009-10 Graduate Council at this time, so a chair could not be selected.
Changnon thanked committee members for their time and effort this year and especially praised student
representative, Christopher Blankenship, for all of his contributions.
The meeting adjourned at 11:15.
The next meeting of the Graduate Council Curriculum Committee is tentatively scheduled for October 12,
2009, 10:00, Conference Room 304, Lowden Hall.
