TERM OF REFERENCE A number of Short Term Expert(s) (STE) for Quality Assurance Systems Conference for Civil Society organizations-CSOs Background of the assignment The general objectives of this project is to strengthen the overall capacities and accountability of the Civil Society Organizations (CSOs) within the IPA beneficiaries and to guarantee the quality of services of CSOs and a sustainable role of the CSOs in the democratic process. The main purposes of the project are to: Increase and improve the capacity and actions of CSOs Improve the democratic role of CSOs. Scope of the assignment. The STEs will provide TACSO BH with the following services in relation to the state level Conference on Quality Assurance Systems (QAS) in Bosnia and Herzegovina (Sarajevo, 22. December 2010.): - Introducing conference participants (CSOs) to the quality assurance system (or systems) and/or selfassessment tool applied with CSOs within specific areas of the STE’s expertise - Facilitating workshops (participants’ discussion on various aspects of introducing QAS into CSOs) - Devising recommendations on further development of quality assurance for CSOs Note: The official language of the Conference Bosnian/ Croatian/Serbian. There will be no translation. Deliverables/results and deadlines. 1. 2. 3. Presentation for the Plenary sessions (including 15 minutes PPP per standard/self-assessment tool and handouts for participants) – until December 6, 2010. Specific CSO aspects of work covered in the presentation in regard to quality standard and/or selfassessment tool applied : Management and Governance; Employers and Volunteers; Resource management; Monitoring and Evaluation, Results and Impact Facilitation in group work discussion Summary report on workshop discussions in both local and English language – until December 30, 2010. including the List of recommendations on further development of the quality assurance for CSOs in Bosnia and Herzegovina Location of assignment. The assignment is planned to take place during period 1-30 December 2010.with a total of 1 working day including preparations, delivery and reporting. Profile of the STE: Prominent, recognized, professional and experienced with CSO environment (min 10 years). Proven records for at least 8 years of experience in QASs provision. Strong knowledge and experience in presentations and facilitations of the QAS topic in conferences and workshops. Excellent reporting skills and experience. Excellent communication of B/H/S languages. Applicants must be independent and free from any conflict of interest. Note that civil servants and other staff of a beneficiary public administration may not be recruited as STE unless to prior written approval has been obtained from Contracting Authority. Monitoring and evaluation of the STE The STE will deliver a mission report to the Resident Advisor of TACSO BH before remuneration. Application.
