TERMS OF REFERENCE
Background of the assignment
The general objectives of the project Technical Assistance for Civil Society Organizations
(TACSO) are to strengthen the overall capacities and accountability of Civil Society
Organizations (CSOs) within the IPA beneficiaries, to guarantee the quality of services of CSOs
and create a sustainable role for the CSOs in the democratic process.
The main purposes of the project are to:


Increase and improve the capacity and actions of CSOs and to
Improve the democratic role of CSOs.
Purpose:
The main purpose of this assignment is to facilitate roundtable discussions covering issues of
good governance and quality assurance in the civil society sector.
The specific objectives of the workshops are:

To carry out an in depth discussion about accountability, transparency and good
governance in civil sector

To capture opinions of CSOs on adoption of Quality Assurance Framework for civil sector

To determine possible development methodology for standardizing CSO governance in
Turkey for enhancing accountability, transparency and good governance

To carry out discussions with stakeholders (representatives of donors and public
agencies) on expectations from civil sector with regards to accountability, transparency
and good governance
Scope of the Assignment:
The Short Term Expert/Training Consultant will provide assistance to the national TACSO
Project team of Turkey and carry out the following:



Facilitate 2 CSO roundtable meetings
Facilitate 1 Stakeholder consultancy meeting
Prepare a report on the results of the workshop

Activities to be carried out:




Determining the most effective discussion methods for all 3 meetings and supporting
TACSO team for determining potential participants
Delivery of a 3 one day long workshops
Preparation of meeting agenda and related presentations if necessary
Prepare report of workshops content and results as stated under Scope of
Assignment
Deliverables/ results:
By the end of the assignment, the STE/Consultant should deliver:




Workshop agenda with detailed sessions, with clearly defined objectives and methods
to be used to achieve these objectives
2 roundtable meetings with CSOs (approximately 25 participants each, 1 day long)
1 stakeholder consultancy meeting (approximately 15 participants, 1 day long)
Final Report on workshop findings.
Location of assignment:
Turkey.
Roundtable meetings will be organized in Ankara and İstanbul.
Duration and timing of the assignment
The assignment is planned to take place during the following period:

May-October, 2012
Number of expected workdays is 5 (five) to carry out this assignment.
Profile of the STE:








University degree, preferably in social sciences, post-graduate will be an asset.
Minimum 8 years working experience with civil society and capacity-building related
issues, preferably in the Turkey and preferably outside of main cities.
At least 5 years experience in meeting or training facilitation.
Good understanding of the context in which CSOs operate in Turkey
Familiarity with CSO Accountability, transparency and good governance concepts as well
as Quality Assurance Framework
Excellent facilitation and communication skills
Fluency in Turkish required
Knowledge and ability to report in English preferred

Applicants must be independent and free from any conflict of interest. Note that civil servants and
other staff of a beneficiary public administration may not be recruited as STE unless to prior
written approval has been obtained from Contracting Authority.
Monitoring and evaluation:
The Turkey Resident Advisor/Deputy Resident Advisor and Team Leader of TACSO Project will
monitor the activity.
The STE will deliver a final report to the RA/DRA/TL before remuneration.

 Letter of intent and availability, information on financial requirements.
 CV in EU format
 3 references from similar assignments
 Proposal for training methodology and agenda.
