TERMS OF REFERENCE
For a Senior Short Term Expert (STE) for
the Organization of a Round Table with Media Representatives.
Background of the assignment
The general objectives of Technical Assistance for Civil Society Organizations – TACSO Project are to
strengthen the overall capacities and accountability of Civil Society Organizations (CSOs) within the IPA
beneficiaries, to guarantee the quality of services of CSOs and create a sustainable role for the CSOs in
the democratic process. The main purposes of the project are to:


Increase and improve the capacity and actions of CSOs and to
Improve the democratic role of CSOs.
An important activity under this heading is the project visibility. Therefore, the main purpose of this
assignment is to contribute to the TACSO project visibility with the aim to make the TACSO 2 project
more visible to both CSOs and other external stakeholders all over Albania.
Scope of the Assignment:
Under the overall guidance of and coordination by the Resident Advisors of Albania, the duties and
responsibilities of the Short Term Junior Expert/Media Producer are as follows:



Identify the most prominent written media outlets which are interested to disseminate
information about TACSO 2.
Organize and conduct in close collaboration with TACSO Albania Office a round table with
media representatives, where TACSO 2 Priorities and activities in Albania will be launched.
Provide media clipping for the above mentioned –event.
Activities to be carried out:



Determining in conjunction with the Resident Advisors of Albania the idea, content and the
format of the round table with media representatives.
Design and discuss with the Resident Advisor the main areas of interest for the invited
journalists;
Select and invite the media representatives to the event ;

Contribute in the organization of the round table with journalist.
Prepare the report, describing the main highlights of the activity.
Location of assignment.
The main location will be Tirana capital with possible intervention in any other city in Albania.
Duration and timing of the assignment
The assignment is planned to take place within October 2011.

Profile of the STE:




University degree in journalism, advanced degree is an asset.
At least 10 years working experience with the media sector in Albania.
At least 3 years training experience with CSOs or relevant organizations, with a specific focus on
EU integration.
Excellent facilitation and communication skills
Applicants must be independent and free from any conflict of interest. Note that civil servants and other
staff of a beneficiary public administration may not be recruited as STE unless to prior written approval
has been obtained from Contracting Authority.
