“Capacity Building of Civil Society in the IPA countries and Territories”
TERMS OF REFERENCE
For the CSO experts for the preparation and presentation of key challenges, methodology and
findings from the Progress report “Cooperation between Local Self-Government and CSOs in W.
Balkans & Turkey” during the international civil society conference ““Cooperation between Local
Government and Civil Society “-in Pristina on 15 May 2013.

Background
The technical assistance service contract for the implementation of “Capacity Building of Civil Society
in the Instrument for Pre-Accession Assistance (IPA) countries and Territories” (Albania, Bosnia and
Herzegovina, Croatia, Former Yugoslav Republic of Macedonia, Kosovo*,1Montenegro, Serbia and
Turkey) otherwise known as the project Technical Assistance for Civil Society Organisations (TACSO).
The EU-funded project (EuropeAid/127427/C/SER/Multi - additional services) is led by SIPU
International AB on behalf of a consortium from Bosnia and Herzegovina, Turkey, Poland and
Romania.
The Project
The general objectives of the project are to strengthen the overall capacities and accountability of
Civil Society Organisations (CSOs) within the IPA beneficiaries and to guarantee the quality of services
of CSOs and a sustainable role of the CSOs in the democratic process. The main purposes of the
project are to increase and improve the capacity and actions of CSOs and to improve the democratic
role of CSOs. More information can be found on the TACSO Web site.
The Conference
One of the very important components of the TACSO project is to facilitate and strengthen the
dialogue and cooperation of civil society and other stakeholders such are the government institutions
in respective countries. In this regard TACSO project has undertaken activities in regional and
national levels to support the dialogue between local governments and civil society. Lately, TACSO
has conducted a research and prepared a regional progress report that is focused on the best
practices of cooperation between local governments and civil society in the region. With the
objective to launch this report and discuss together conclusions and recommendations of this report
TACSO Kosovo office in cooperation with other TACSO offices in WBT and Kosovo Ministry for Local
Government Administration and Council of Europe – office in Kosovo as a partner will organize a
international conference that will take place on the 15th of May in Pristina in Kosovo.
This event will bring together civil society representatives, government representatives, EU officials,
Associations of Municipalities, Council of Europe and other stakeholders active in this field to
address, examine and to discuss cooperation between Local governments and civil society based on
the findings, challenges, best practice examples and recommendations presented in the report.

The conference main aim is to present best practices of cooperation from the region in order to
stimulate and to agree further strengthen cooperation between actors involved but also to exchange
experiences and learn from each other. It is expected that the event will attract around 80
participants from the Western Balkan and Turkey.
The Position
The experts will be involved in a following process:
1. Preparation of the summary of the progress report Cooperation between Local SelfGovernment and CSOs in W. Balkans & Turkey
2. Preparation of a presentation for the Pristina conference in accordance with speaking points
provided by the TACSO Regional Office team,
3. Finalisation of the presentation in coordination with the TACSO Civil Society Capacity Building
Coordinator, and
4. Delivery of the 20 minutes presentation during the one day conference, and playing an active
role during the plenary discussions and during the rest of the conference.
Qualifications, experience and competences
We are looking for the expert with extensive experience in working with the CSO and
government/parliamentary environments in the W. Balkans & Turkey:
Qualifications and experience
 The expert is expected to have an international background and a Master’s degree in a field
related to CSO development (or an additional five years of professional experience to the
requirements in the next paragraph – i.e. a total of 15 years of professional experience, and
10 years of specific professional experience).

The expert should have a minimum of ten years of professional experience and a minimum of
five years of specific experience working on CSO cooperation with institutions in the Western
Balkans and Turkey. In particular, s/he should have a good reputation and proven track
record in the field of CSO Government / Parliament cooperation.

S/he must be a dynamic presenter, and have previous experience in presenting at
international conferences/other events.

S/he must be fluent in written and spoken English language.

Previous experience working with the EU IPA grant schemes will be an advantage.

Experience working for international organizations/projects
Experience with the CSO environment in the Western Balkans and/or Turkey
Excellent computer skills.
Assignment
The work is expected to include 3 days preparation of the summary of the progress report
“Cooperation between Local Self-Government and CSOs in W. Balkans & Turkey” and conference
presentation preparation. Additional 3 days will be dedicated to the final preparation and the
delivery of the presentation during the conference. Total 6 days.

2) an updated EU standard CV with photo,
3) information on three references,
4) one example of a presentation in the required field, and
5) an outline proposal for the content of the presentation (no longer than two pages).
