Short Term Expert(s) or Expert Team for: “Training Program in Participation in Local Decision-Making” TERM OF REFERENCE *** NEW DATES AND LOCATIONS*** Background of the assignment The general objectives of the project Technical Assistance for Civil Society Organizations (TACSO) are to strengthen the overall capacities and accountability of Civil Society Organizations (CSOs) within the IPA beneficiaries, to guarantee the quality of services of CSOs and create a sustainable role for the CSOs in the democratic process. The main purposes of the project are to: Increase and improve the capacity and actions of CSOs and to Improve the democratic role of CSOs. An important activity under this heading is the implementation of capacity-building programs for selected local developing CSOs in order to increase their capacity for participation in decisionmaking, thus contributing to their sustainability and to the achievement of their goals. The main purpose of this assignment is to contribute to the TACSO project components, “Capacity Development” by designing and implementing a Training Program in Participation in Local Decision-Making for selected CSO representatives in the regions of Van, Izmir-Denizli, Eskisehir and Adana. The training will be jointly organized and carried out by STGM (Civil Society Development Center) and TACSO. TACSO is recruiting experts or expert teams for four trainings of 4 days each. Experts may apply to provide services for 2 or more trainings. Develop a detailed training plan for a 4-day training program. Develop recommendations for the content of a study visit to follow the training. Deliver a training each for selected CSO representatives from the regions of Van, IzmirDenizli, Eskisehir and Adana. Prepare handouts/training materials to be used by participants during and after the training. Prepare and deliver a final comprehensive training report 7 days after the completion of the training (including information on training delivery process, results achieved, participants evaluation, main conclusions and recommendations for future work). Preparing a training report annex containing the main products created by participants during the training. Activities to be carried out: Determining the most effective delivery methods and applicable training instruments for the participant group to achieve the training objectives and measurable outcomes, including appropriate training techniques (interactive lectures, group work, case studies and analysis etc). Where applicable, adaptation of TACSO training material to the local context for use during the training. Minimum 8 years (for senior STE) and 4 years (for junior STE) working experience with civil society and capacity-building related issues, in Turkey and preferably outside of main cities. Minimum 8 years (for senior STE) and 4 years (for junior STE) of experience in designing and delivering training for CSOs or relevant organizations with a specific focus on Civil Society, Participation, Rights-based approaches, Advocacy, and Local Decision-Making Good understanding of the context in which CSOs operate in Turkey Proven experience in developing monitoring tools, especially for local administration budget/activity monitoring If applying as a team, previous experience working together considered an advantage Excellent facilitation and communication skills Fluency in Turkish required, knowledge and ability to report in English preferred. Applicants must be independent and free from any conflict of interest. Note that civil servants and other staff of a beneficiary public administration may not be recruited as STE unless to prior written approval has been obtained from Contracting Authority. Monitoring and evaluation of the STEs: The activity will be monitored by the TACSO Turkey Resident Advisor/Project Officers and STGM staff. The STEs will deliver the final report to the TACSO Turkey Resident Advisor and STGM before remuneration. In case of non-compliance with required standards, TACSO reserves the right to terminate the STE contract. End-of-training evaluation will be carried out so as to assess the relevance, content, methodology, materials, trainer’s performance, logistics etc. of the training. The STE will compile the evaluation results and include them in the final training report.
