Technical Assistance Service Contract for the implementation of the project “Capacity Building of Civil Society in the IPA countries and Territories” (Albania, Bosnia and Herzegovina, Croatia, Former Yugoslav Republic of Macedonia, Kosovo, Montenegro, Serbia and Turkey) EuropeAid/127427/C/SER/Multi – additional services Open Call for Participants People to People Programme TACSO People to People Programme will support participation to the EUCLID annual conference, ‘Chartering Into The Future’ (Strasbourg, 15 January 2014), and the European Commission’s conference, 'Social Entrepreneurs: Have Your Say!' (Strasbourg, 16- 17 January 2014). Background information The general objectives of this project are to strengthen the overall capacities and accountability of Civil Society Organisations (CSOs) within the Instrument for Pre-Accession Assistance (IPA) beneficiaries and to guarantee the quality of services of CSOs and a sustainable role of the CSOs in the democratic process. The main purposes of the project are to: increase and improve the capacity and actions of CSOs and to improve the democratic role of CSOs. One of the three stands of the Civil Society Facility (CSF), a strategy towards civil society by the Directorate General for Enlargement (DG ELARG) that foresees support both at the national and multi-beneficiary level, is the P2P Programme. The P2P supports visits to EU institutions and bodies to exchange experiences, knowhow and good practices between beneficiaries, EU Member States’ civil society organisations (CSOs) with the aims to: • Help the beneficiary CSOs to familiarise themselves with the EU institutions and the decision-making process, as well as with EU policies, legislation and programmes; • Offer CSOs the opportunity to interact and network with their national, regional and European-level counterparts and to create new partnerships; and • Stimulate civic participation in the beneficiary countries and the region. Objectives and focus The EUCLID Network’s annual conference, ‘Chartering Into The Future’ (Strasbourg, 15 January 2014), and the European Commission’s conference, 'Social Entrepreneurs: Have Your Say!' (Strasbourg, 16- 17 January 2014) will provide opportunities for participants to contribute to policy issues in relation to social entrepreneurship in the region, as well as build contacts with actors in the EU and beyond. TACSO is collaborating with the EUCLID Network to maximize participation of actors in the social entrepreneurship field from the Western Balkans and Turkey. * This designation is without prejudice to positions on status, and is in line with UNSCR 1244 and the ICJ Opinion on the Kosovo declaration of independence. Support to participation in these conferences will act as a follow-up to the International Social Entrepreneurship conference organized by TACSO in Istanbul in 2011 in collaboration with the British Council Turkey and TUSEV. That conference played a pivotal role in stimulating discussions, involvement and partnership in the field of social entrepreneurship in the region. Who can apply? Social entrepreneurs, CSOs working with social entrepreneurship who are based in the IPA countries can apply. Participants are expected to have experience in the field and act as resource people throughout the workshop by sharing and discussing good practices and lessons learned. Individuals should have at least five (5) years’ experience working as social entrepreneurs or with social entrepreneurship. Applicants need to be fluent in English to the extent that they can actively participate in the conference. Application procedure Interested applicants are requested to submit: CV or short bio note Motivation letter (max up to 1800 characters) providing short answers to the following two questions: Question 1: Why do you want to attend the two conferences by Euclid Network and the European Commission? Question 2: Within your role as a social entrepreneur, what contribution will your attendance make to the two events? The completed application needs to be sent to the e-mail address of your national TACSO office (contact details for all TACSO countries listed below) and Eleanor Morgan at EUCLID (eleanor.morgan@euclidnetwork.eu) by 15 November 2013 with the subject heading: People to People: Social Entrepreneurship Conference. The selection process should be completed by 22 November 2013. Please note that only selected applicants will be contacted. For selected participants, the organizer (in this case TACSO) will provide travel costs (including costs of visas, if applicable), accommodation, meals and refreshments during the conference.
