Quality Enhancements in After-School and Out-of-School Time (ASOST-Q) The primary purpose of these funds is to support program quality enhancement in the six Quality Enhancement Criteria areas established by the Department in partnership with the Department of Early Education and Care. These criteria were established to guide collaborative statewide system-building efforts for after-school and out-of-school time services that will help children and youth in the Commonwealth to be productive and contributing citizens. Applicants in this category may apply for up to $25,000 in Year 1 (with at least 20% match—in-kind and/or cash). FY2013 funded applicants are expected to be eligible to apply, pending state appropriation, for one subsequent continuation grant (at up to $25,000) to support continuous program improvement in FY2014. Regional or Statewide Networking, Training/Technical Assistance The primary purpose of these funds is to support regional networks of after-school and out-of-school time providers, particularly those selected to receive funding in Category A (ASOST-Q grantees), in enhancing program quality. Applicants in this category will assess current needs and offer networking opportunities and training/technical assistance (TA) in the quality enhancement criteria areas. Applicants in this category may apply for up to $10,000. Funded applicants in FY2013 are expected to be eligible to apply, pending state appropriation, for one subsequent continuation grant (at up to $10,000) in FY2014. The combination of academic and non-academic services is coordinated through local partnerships that include the schools and the OST programs. The continuum provides meaningful and engaging connections for the student from school day to OST. Comprehensive academic and non-academic services include making the link between children’s and youth’s academic success and their overall development, including their healthy social-emotional development. Activities in this criteria area may also serve to increase comprehensive OST programming to children and youth during the school year and summer, including through 21stCentury Community Learning Centers (CCLC) Programs. Activities may include but not be limited to extending a program's before- and/or after-school hours/days; extending a summer program's weeks of duration or hours per day; or adding a summer program to a school year design. The local connections may include but are not limited to Memoranda of Understanding, agreements with the local schools, and use of the EEC school-age wait list when enrolling students. In addition, programs in a community collaborate to provide families with choice and access to effective and affordable OST services that meet the needs of the student and the family. Community support for these efforts can be demonstrated in a number of ways, including but not limited to matching funds, donations, or volunteer services. Attend a Department-sponsored training on the APAS (After-School Program Assessment System) in the Fall (2012). b. Gather baseline data about your program using tools from the APAS, including the APT-O and APT-Q. c. Consider utilizing the APAS SAYO tools (or another research-based tool) to gather additional data about program impact and outcomes.
