One Year Date: November 1, 2013 MA Department of Elementary & Secondary Education, Program Quality Assurance Services Salem Academy Charter (District) CPR Corrective Action Plan 16 COORDINATED PROGRAM REVIEW CORRECTIVE ACTION PLAN (To be completed by school district/charter school) Criterion & Topic: ELE 5 Program Placement Rating: Partially Implemented and Structure Department CPR Finding: Salem Academy Charter School has a low enrollment of English language learners (ELLs). Most ELLs attend middle school and a few attend high school. According to documentation reviewed, ELLs scored within levels 3, 4 and 5 on the MEPA (Massachusetts English Proficiency Assessment). There are no level 2 ELLs in middle schools and no level 1 Ells in high school. Sheltered English Immersion (SEI) is the school‘s program model for the provision of ESL/ELD. ELLs are pulled-out to receive ESL instruction in small groups or one-on-one-tutorials. The ESL and some content area teachers join efforts in teaching academic language. Concerning the curriculum, the district should note that the Department has new regulations in place which may affect the school’s corrective action plan (CAP). Additionally, documentation and interviews indicated that not all ELLs receive a sufficient amount of direct ESL instruction as recommended in the Departments’ guidance document titled: “Guidance on Using MEPA Results to Plan Sheltered English Immersion (SEI) Instruction and Make Reclassification Decisions for Limited English Proficient (LEP) Students." (Please refer to http://www.doe.mass.edu/mcas/mepa/guidance.html - p. 5) See ELE 15 for Professional Development Requirements. In sum, the district does not have a fully implemented SEI program as required by Chapter 71A. Content area teachers have not been fully trained in SEI and hours of ESL instruction provided to ELLs are not consistent with Department guidance. Narrative Description of Corrective Action: First, the school schedule was amended in 2012 to add minutes to long and short blocks; subsequently, students receive additional instructional time in each ELD class and ELD classes have been re-written to reflect the new WiDA standards. Our intermediate and early advanced level students receive over four hours each week of direct ELD instruction with a licensed ESL teacher and their content classes are supported by an ESL paraprofessional who does pull-out and push-in support. Secondly, next year’s ELD class schedule will be determined based on results of the ACCESS test and subsequent guidance from the DESE on instructional hours based on those scores. Narrative Description of Corrective Action: Salem Academy provided training in Categories I and II to every educator on staff who worked at the school in the 2008-2009 and 2009-2010 school years. Subsequently, the school sent small groups of teachers to category trainings including Categories III and IV. During the 2011-2012 school year, the state advised all districts to discontinue Category trainings. The DESE has now launched a statewide initiative for training teachers to meet the needs of ELLs. Salem Academy has been assigned to Cohort I, the first cohort that will receive the new RETELL training. The DESE has indicated that the school provides the SEI Teacher Endorsement Course for 7 educators during Year 1 (2012-2013) and 3 educators in both Year 2 and Year 3. Narrative Description of Corrective Action: Currently, evaluation of the ELE program consists of an analysis of ELL student achievement and growth based on academic course grades, language proficiency assessments (e.g., MEPA, ACCESS), and other external assessments (e.g., MCAS, PSAT). This data is reviewed at the end of each year and used to chart progress of ELL students and to identify strengths and weaknesses of the program. Beginning in January 2013, in order to enhance our evaluation methodology, core academic teachers will evaluate the efficacy of the ELE program at Salem Academy by completing a rubric-based survey for each LEP student in their classes. The purpose of the rubric is to evaluate how well the student is accessing that teacher’s curriculum and to measure growth over time. Furthermore, the teachers are required, in the survey, to give feedback to the ELE department on how much or how little support they require from the department to shelter instruction for each student. Teachers will complete the survey three times each year: at the beginning of the year, mid-year, and at the end of the year. The ELE coordinator will use the results of the survey to improve ELD instruction and to enhance supports to LEP students and their teachers. In addition, a second survey is in development for LEP students in “kid-friendly” language that requires each LEP student to evaluate their own performance and achievement according to the same rubric, modified for language. Students will also begin self-evaluation in January 2013. The third and final component of the ELE program evaluation is a separate survey that will be sent to parents at the beginning and end of each school year to gather feedback on their hopes and expectations for their child’s English language and core academic education, on the progress they have seen in their child, the questions they have about the program, and concerns for the future. This survey has not yet been developed and translated but will be given for the first time at the beginning of the 2013-14 school year.
