Description of Corrective Action:
The high school handbook will contain the information requiring an expedited evaluation
to determine eligibility for students who may be suspected of having a disability and are
facing disciplinary action. The text reads "An expedited evaluation will commence with
parental consent to determine as quickly as possible the eligibility for special education
services or if the student may require a 504 accommodation plan".
Anticipated Results:
The statement will inform students, parents and staff that should a child be suspected of
having a disability they should refer the child as soon as possible. In cases where
discipline is involved the evaluation process will be expedited.

Narrative Description of Corrective Action: The Administrator of Special Education and the
ELE Coordinator have devised a form to be used by all guidance counselors, principals, after
school coordinators and Special Education Coordinators. Special Education Personnel will be
given the form at their monthly meeting with the Administrator of Special Education. Principals
will be given the form and instructions at the next Central Administration meeting on December
9, 2010. The guidance counselors will be given the form by the ELE coordinator by the end of

education is optional for students in grades 11 and 12.In addition, due to scheduling conflicts students
at the middle school level who participate in foreign language or band must forfeit physical education.
Narrative Description of Corrective Action: Physical education became a mandated course for
the 11th and 12th graders starting in September 2010. In the elementary schools physical
education is mandated and is woven into all the students’ schedules. All students at the high
school level are required to participate in gym with no exclusions for band or foreign language
students in eighth grade.

Department CPR Finding: Based on documentation, the district has outdated or missing components
as illustrated in its handbook submissions. The Sullivan Elementary School and the Brayton
Elementary School handbooks both have procedures for the discipline of students with special needs
that refer to a Board of Education policy from January 1986, rather than the federal standards for
students with disabilities established by regulation under IDEA 2004. The high school handbook’s
policy on students with disabilities does not reference students on 504 Accommodation Plans.
Narrative Description of Corrective Action: The handbooks have been changed to reflect the
standards for disciplining special education students as outlined in the IDEA 2004 regulations.
The high school student handbook has added the rights of 504 students to the policy. This has
been reflected in the current 2010-2011 student handbooks.

Department CPR Finding: Sheltered English immersion (SEI) is a program model for limited English
proficient (LEP) students composed of two parts—English as a second language (ESL) and sheltered
content instruction. ESL is explicit, direct instruction about the English language, delivered to LEP
students only and designed to promote the English language development of LEP students. Sheltered
content instruction is an approach for teaching content to LEP students in strategic ways that make the
subject matter concepts comprehensible while promoting the LEP students’ English language
development.
A review of district documents shows that the district does have a partially completed ESL curriculum
based on the Massachusetts English Language Proficiency Benchmarks and Outcomes, which is under
development.
For LEP students in the district, the number of hours of ESL instruction is inconsistent with
recommended hours at the elementary and middle school levels as outlined in the Department’s
September 2009 guidance document: “Guidance on Using MEPA Results to Plan Sheltered English
Immersion (SEI) Instruction and Make Reclassification Decisions for Limited English Proficient (LEP)
Students." In fact, the district does not even mention the specific amount of instruction but rather lists
only “individualized instruction as needed.” for elementary and middle school level students. The only
exception is at grades 8-12 where ESL instructional times meet or exceed recommended amounts.
Content instruction is based on the appropriate Massachusetts Curriculum Framework; however, LEP
students do not receive sheltered content instruction as no teachers have completed all of the required
categories of SEI professional development focused on the skills and knowledge necessary for
sheltering instruction, as described in the Commissioner’s Memorandum of June 2004. Several
teachers have completed Category 1, and the district does have a SEI PD plan in place

Narrative Description of Corrective Action:
1) The district will complete an ELE curriculum, divided into two sections: K-7 and 8-12, to
accommodate the current grade structure at one high school and three elementary schools. The
curriculum is aligned to the Massachusetts English Language Proficiency Benchmarks and
Outcomes (ELPBO), by grade and proficiency levels and across the four skills of listening,
speaking, reading and writing.
The ELE Coordinator and ELE secondary school teacher are developing the respective sections
of curriculum that include references to the Massachusetts Curriculum Frameworks.

learners (ELLs). The Department’s database shows 19 Ells enrolled. The district developed a three
part plan to comply with the Department’s Corrective Action Plan (CAP). For part 1 of the CAP,
which addresses completion of the ESL curriculum, the district has a thorough plan and a deadline for
its completion.
However, for part 2 of the CAP, which addresses hours of ESL instruction for ELLs, the district’s plan
did not specify the number of hours of ESL instruction ELLs will receive. The 2009 Guidance
