As a result, the district has a practice at all levels of placing general education and limited English proficient students in substantially separate special education academic skills group classes as part of the Response to Intervention (RTI) second and third tier plans. While the principals do consult with the administrator of special education regarding accommodations and interventions for students, the district’s RTI efforts and their results are not documented and placed in student records, but rather are kept in the guidance office or with individual teachers on the RTI teams. As a result, when an individual student is referred for an evaluation to determine eligibility for special education, principals do not always ensure that documentation on the use of instructional support services for the student is provided as part of the evaluation information reviewed by the Team when determining eligibility. Lastly, at all levels, the district does not ensure that adequate and appropriate instructional supports are available to linguistic minority students. Due to the district’s lack of an adequate English learner education (ELE) program, reading instructors and the district’s RTI supports and services are being inappropriately used to replace the required mandated elements of the district’s ELE program. Narrative Description of Corrective Action: The Superintendent of Schools will meet with the building principals and the math coordinator at all levels to determine appropriate math and reading supports (Prk-12). Additionally, building principals will determine a method of documenting and filing all RTI efforts for all students at all levels. School procedures require that teachers must first confirm that a student is struggling academically as a prerequisite before the initial identification assessment is conducted. Upon registering a new student to the district, a home language survey is provided with other registration documents. Any new student whose HLS indicates a second language is spoken at home is tested to determine if ESL/ELL services will be required. Regarding the initial assessment of new ELL students to the district, Mansfield Public Schools administers the IPT test to any/all potential ELL students whose HLS indicates that a language other than English is spoken in the home. ESL is explicit, direct instruction about the English language, delivered to LEP students only and designed to promote the English language development of LEP students. Sheltered content instruction is an approach for teaching content to LEP students in strategic ways that make the subject matter concepts comprehensible while promoting the LEP students’ English language development. A review of district documents shows that the district does not have an ESL curriculum based on the Massachusetts English Language Proficiency Benchmarks and Outcomes. For all LEP students in the district, the number of hours of direct ESL instruction is far below recommended hours as outlined in the Department’s September 2009 guidance document: “Guidance on Using MEPA Results to Plan Sheltered English Immersion (SEI) Instruction and Make Reclassification Decisions for Limited English Proficient (LEP) Students.” For example, all Beginners are supposed to receive 2.5 hours per day of ESL/ELD, at the elementary level students receive only 45 minutes once a week. Content instruction is based on the appropriate Massachusetts Curriculum Framework. Only one staff member has completed all four Categories of the training as required in the Commissioner’s Memorandum of June 2004. While some staff have completed some of the Category trainings, primarily Categories 1 and 2, the district does not have a detailed SEI PD plan for the completion of the remaining Categories. Narrative Description of Corrective Action: As of the submission of this corrective plan of action, Mansfield Public Schools now has 3 Massachusetts certified and licensed ESL/ELL teachers for grades K-12. District ELL students in grades K-5 (level 4) are currently placed, where possible, in classrooms taught by SEI category trained teachers and continue to be tutored in direct ELD by the district’s ESL/ELL instructor on a pull-out basis totaling four hours per week. With the addition of the two ESL/ELL certified teachers this year (2010/2011), ELL students at Level 1 & Level 2 are receiving daily instruction in direct ELD (approx 1.5 hours) at the high school level in addition to being in SEI category trained core academic subject classrooms. A curriculum based on the above materials and criteria is currently under development to for the secondary level, as well as an ESL curriculum for the elementary level which is likewise utilizing texts and materials that align with the state and ELPBO frameworks. Although the district ‘s CAP proposed additional hours of ESL/ELD instruction, these hours are still short of ESE recommended instruction-hours for ELLs at all levels in all schools, except for the reported hours for level 3 in the middle school. Additionally to date, MEPA/MELA-O & MCAS scores indicate steady progress in English Language Acquisition in the four domains of listening, speaking reading and writing.
