Department CPR Finding: Documentation submitted by the district indicated that current hours of
ESL instruction most of the ELLs receive are insufficient at all levels of English proficiency and are,
therefore, inconsistent with Department guidelines. Please see the “Transitional Guidance on

Document review indicated that the district does not have an ESL curriculum used for direct ESL
instruction or a plan to develop one that is aligned to the Massachusetts Curriculum Frameworks and

Narrative Description of Corrective Action:
1) Since the time of the CPR report, we hired an additional ESL teacher, raising our district staffing
from 2 to 3 certified ESL teachers for the 2013-14 school year. For 2014-15, the district will
discontinue the role of ELL teaching assistant to deliver some of the direct ELD services. We will
expect our full-time, certified ESL teachers to deliver direct services to ELLs and to partner with
teachers in SEI instruction. In placing ELLs in classrooms and scheduling the services of the ESL
teachers, we will make every attempt to meet the state requirements in direct service hours.
2) During the summer of 2014, district ESL teachers will meet and develop a more fully articulated
ESL curriculum for direct ESL instruction which is aligned to both the Massachusetts Curriculum
Frameworks and the WIDA ELD standards. The frame of this curriculum will be completed during
summer and ongoing curriculum development will continue during the 2004-2015 school year under
the supervision of the assistant superintendent, who is also the ESL coordinator.
