Mandatory One-Year Compliance Date: August 20, 2014 COORDINATED PROGRAM REVIEW CORRECTIVE ACTION PLAN (To be completed by school district/charter school) Criterion & Topic: ELE 5 Program Placement and Structure Rating: Partially Implemented Department CPR Finding: Documentation reviewed indicated that the district ESL curriculum at all educational levels adheres closely to the English Language Proficiency Benchmarks and Outcomes for English Language Learners (ELPBO). Concerning the curriculum, the district should note that the Department has new regulations in place which may affect its corrective action plan (CAP). Documentation reviewed also indicated that although English language learners (ELLs) are receiving ESL instruction, the hours of instruction that ELLs are receiving at each level of English proficiency were not specified. Therefore, the Department could not determine if all ELLs are receiving ESL services that are consistent with Department guidance. (Please refer to http://www.doe.mass.edu/mcas/mepa/guidance.html - p. 5). Please see ELE 15 for comments on Professional Development Requirements. The Department concluded that the district does not have a fully implemented SEI Program as required by Chapter 71A. The district did not provide evidence of the amounts of ESL services provided to ELLs and content area teachers instructing ELLs have not completed all of the required SEI Category Trainings 1 Narrative Description of Corrective Action: The district currently provides 3 periods a day (144 minutes) for Level 2 students at the middle and high school level. We currently have no Level 1, 3, 4, or 5 students at the high school. At the Elementary school the students receive 3 periods a day (144 minutes) for Level 2 students, level 4 and 5 students receive an hour a day of direct service; there are no level 2 or 3 students. Narrative Description of Corrective Action: The ESL teacher will be creating all the lesson plans for the ELL specialist (she is contracted as a specialist, not a paraprofessional) at the Elementary school. She is also spending one period a day supervising the ELL specialist. The district should note that ESL instruction consistent with Chapter 71A can only be delivered by an ESL licensed teacher. Department Order of Corrective Action: N/A Required Elements of Progress Report(s): In case the ESL specialist who provides ESL instruction in the elementary school is ESL licensed, please, submit the license information. Otherwise, provide a report of the program director’s monitoring of the educator’s progress toward certification throughout 2013-2014 school year until licensure is secured, and a copy of any job posting and application information that may remain on file in the event the currently uncertified educator fails to acquire proper certification by Summer 2014. Progress Report Due Date(s): February 28, 2014 & May 2, 2014 COORDINATED PROGRAM REVIEW CORRECTIVE ACTION PLAN (To be completed by school district/charter school) Criterion & Topic: ELE 15 Professional Development Requirements Rating: Partially Implemented Department CPR Finding: Documentation reviewed indicated that the district developed a multi-year Sheltered English Immersion (SEI) PD training plan and has been implementing SEI Category Training since SY 2007-08 through 2009-10. The district reported one English Language Arts teacher in middle school who has completed all four SEI Categories. All other content area teachers across the district working with ELLs have been trained in some of the SEI Categories as follows: nine teachers completed Category 1; six teachers completed Category 2; two teachers completed Category 3, and six completed Category 4. The district is aware that Department’s regulations concerning SEI professional development requirements have changed. In SY 2012-13 the district will be participating on the WIDA (WorldClass Instructional Design and Assessment) Access to ELLs and learn to administer the screener: WAPT. The district is part of Cohort 3 for the SEI Endorsement and will participate in the Teacher and Administrator trainings during the 2014-2015 and 2015-2016 school year.
